1. Amendments to the Solicitation.
A. Request for Proposal (RFP) 36C26219R0020 is hereby amended to delete paragraph 1.2 of section B.3, Statement of Work and replace it with the following:
1.2 Task Order Ordering Procedures. Task orders shall be issued against this IDIQ contract and shall be competed amongst all IDIQ contract holders by issuing requests for proposals (RFP) to the IDIQ contract holders. Evaluation criteria used to determine the task order awardee will be included in the task order RFP. RFPs for services required at CBOCs, Vet Centers, ACCs, and administration buildings will include a statement of work that describes the specific requirements for the facility requesting the service and a schedule of services and price specifically for that site. Task orders for janitorial services at the VA medical centers identified in the Schedule in Section B.2 of the contract will be issued for one or more of the line items shown in Section B.2, Schedule of Services and Price. Prices shown in the Schedule of Services and Price are the maximum prices that the Contractor may charge for each line item listed in the Schedule for services provided during the dates shown in the Schedule. The Contractor may propose to provide the Schedule services at less than the Schedule price, but the Contractor shall not propose prices that exceed the Schedule price applicable to the dates that apply to the task order period of performance.
B. RFP 36C26219R0020 is hereby amended to delete paragraph 1.3 of section B.3, Statement of Work and replace it with the following:
1.3. This statement of work describes the services the Contractor shall perform at each healthcare system’s main hospital as identified in Section B.2, Schedule of Services and Price. Task orders issued for services to be performed at the main hospital will be issued for up to 120 work-days with the option to extend for an additional 120 work-days. For the Government to comply with federal law, Contractor shall ensure that individual members of the Contractor’s janitorial staff do not work more than 120 days within a two-year period at any one healthcare system main hospital. Individual staff members may be approved to work up to an additional 120 days, but only after Contractor requests approval from the contracting officer, and approval for additional work days has been provided, in writing, by the contracting officer. Contractor shall monitor the number of days that each staff member has performed work under this contract and shall remove staff members from providing services under this contract when a staff member reaches the limitation on workdays described in this paragraph. This restriction only applies to services performed at the main VA hospitals.
C. RFP 36C26219R0020 is hereby amended to delete paragraph 9.5 of section B.3, Statement of Work and replace it with the following:
9.5. When required, Contractor personnel shall wear special protective clothing and shoe covers, provided by the Government, while working in designated areas. This special clothing and coverings shall be used as specified and then destroyed, as directed by the COR.
| D. RFP 36C26219R0020 is hereby amended to delete paragraph 1d of section E.2 Addendum to Instructions to Offerors and replace it with the following: |
| d. Past Performance. In addition to the information provided in paragraph “2b” below, the Government reserves the right to obtain past performance information from any available source and may contact customers other than those identified by the Offeror when evaluating past performance. |
E. RFP 36C26219R0020 is hereby updated to read 36C26219R0020 in the header throughout the RFP.
2. Answers to Questions received in response to the Solicitation. The following are answers to questions received in response to RFP 36C26219R0020:
| Q1. Will there be multiple awards, and if so how many, and how will they be determined. | |
| A1. Per Section E.2, Addendum to Instructions to Offerors, para 1f, Multiple awards may result from this solicitation. All proposals will be evaluated per section E.2, Addendum to Instructions to Offerors and section E.3, Evaluation – Commercial Items. Per the basis for award in section E.3, the Government intends to award one or more contracts resulting from this solicitation to the responsible offeror(s) whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The number of contracts to be awarded will be determined after the proposals have been evaluated. The Government has not established either a maximum or minimum number of contracts that will be awarded as a result of this solicitation. | |
| Q2. What is the total forecast of facilities for the duration of the contract period of performance? | |
| A2. See the attachment to this amendment “Current Contracts in VISN22 CA.” | |
| Q3. If IDIQs are issued to multiple awardees, how will task orders be awarded? | |
| A3. Task orders for all requirements shall be awarded competitively by issuing a task order RFP to all the IDIQ awardees. Evaluation criteria used to determine the task order awardee will be included in the task order RFP. | |
| Q4. Please provide the square footage of the facilities included in this solicitation/contract. | |
| A4. Pertinent information will be provided with the task order RFP and may include square footage and other information (e.g. number of restrooms, exam rooms) for CBOCs, Vet Centers, ACCs, and Administrative facilities/buildings. For janitorial services at the main VA medical centers, only the number of hours required per each line item from the Schedule of Services and Price from section B.2 will be provided. | |
| Q5. Will work under the above solicitation commence on October 1, 2019? | |
| A5. No. But Task order RFPs may be issued in the month of October for services to begin later. |
| Q6. Will there be mandatory hours associated with each requirement? | |
| A6. Please reference section B.3 para 1.2. Task order RFPs for janitorial services at the VA medical centers identified in the Schedule in Section B.2 of the contract will be issued for one or more of the line items shown in Section B.2, Schedule of Services and Price and the RFP will include the required number of hours for each line item. Task order RFPs for services required at CBOCs, Vet Centers, ACCs, and administration buildings will include a statement of work that describes the specific requirements for the facility requesting the service and a schedule of services and price specifically for that site. Typically, task orders for these facilities will be awarded using a monthly rate for services and the awardee will be responsible for determining the appropriate number of staff required to provide those services. |
| Q7. Will it be up to the successful awardee to develop the staffing levels for each VA facility? | |
| A7. Please refer to the answer to Q6 above. | |
| Q8. Please provide wage determinations associated with the work to begin |
October 1, 2019.

| Q9. What will happen to existing contracts that are currently being performed for the locations covered by this contract. | |
| A9. Contracts currently in place may be allowed to continue until their expiration, including the expiration of any option years. | |
| Q10. Please provide a full explanation of the Evaluation Criteria Factors that will determine awards. | |
| A10. Please reference section E.2 and E.3 of the solicitation. No further information will be provided. | |
| Q11. Which accounts have existing workforces. | |
| A11. All of the contracts in place now have existing contract staff who are providing services as employees of the awarded contractor or their sub-contractor. | |
| Q12. SF 1449 says the RFP is due on 09-17-2019 at 3pm but the FBO states 09-20-2019, please clarify. | |
| A12. Initially the proposal due date was 09-17-2019 per the SF1449 and the Instructions to Offerors in section E.2. The FBO margin is in error. However, per this amendment the due date for proposal submission is now 09-19-2019 at 3pm PDT. | |
| Q13. The solicitation has two different RFP numbers listed in the header. What is the correct solicitation number. | |
| A13. The correct solicitation number is 36C26219R0020. | |
| Q14. What is the projected award date for the Contract and the Task Orders? | |
| A14. The Government intends to award in 1st Quarter FY20. The start date of the base period of the contract will be adjusted to match the effective dates of the IDIQs. Please see the attachment for anticipated start dates of Task Orders. | |
| Q15. Ref page 21, Special Cleaning Services – Will the material and equipment to strip and refinish floors be provided by the Government? | |
| A15. Please reference section B.3 para 5. The Government will provide all equipment and materials necessary at the main VA medical centers. No equipment will be provided for other facilities unless explicitly stated in the Task Order RFP. | |
| Q16. Will janitorial staff be required to wear the contractor’s Identification badge or the VA’s badge. | |
| A16. Contract janitorial staff shall be issued a VA badge which shall be prominently displayed on the uniform. Additional identification badges issued by the contractor is optional but shall not be worn in place of the VA issued badge. | |
| Q17. Will the Government allow time for VA background security check and badging prior to performance start or allow staff to work without badges? | |
| A17. The VA may issue temporary badges once the fingerprint comes back clear so that contract staff can being performing services. Onboarding of personnel will be discussed after task order award as part of the post-award conference for the individual site where services are being performed. | |
| Q18. Will the special protective clothing and shoe covers required per para 9.5 of the SOW be provided by the Government? | |
| A18. Yes, unless explicitly stated otherwise in the Task Order RFP. | |
| Q19. Ref Section B.4, para 9, page 34 training requirements, will contract janitorial staff be required to complete this training? | |
| A19. No, not unless explicitly stated in the Task Order RFP. | |
| Q20. Why is the contract going to be awarded as an IDIQ and not a firm fixed price contract, especially for the CBOCs, Vet Centers, and Administrative areas? Are the contractor’s staff going to be used for relief for vacation sick leave, etc for all or some of the buildings rather than daily cleaning? | |
| A20. The IDIQ is the overarching contract vehicle. The task orders are the site specific, funded orders, which will be issued as firm-fixed priced contracts. Task orders for services at the main VA medical centers are expected to primarily provide short-term backfill for VA janitorial staffing shortages at those medical facilities; short-term shortages may be for a number of reasons, including relief for vacation and sick leave of VA employees. Task orders for services at CBOCs, Vet Centers, ACCs, and Administrative facilities/buildings are expected to primarily provide for full-time contractor-provided janitorial services at those facilities. Although this is the expectation of how these task orders will normally be structured, there may be situations in which individual task orders for any facility may deviate from these norms. | |
| Q21. Section B.3 para 5 states that the Government will not provide any equipment or supplies for services provided at the CBOCs, Vet Centers, or other administrative facilities. Please provide the square footage for each of these sites and revise the price sheets to allow offerors to list the hourly prices for those areas as they will have to reflect the addition of equipment and supplies and the medical center prices will not include those. Will the VA provide paper products, hand soap and trash bags for those sites? | |
| A21. Prices for services provided at CBOCs, ACCs, Vet Centers and other administrative buildings are not being evaluated as part of this solicitation. The prices an offeror quotes in the Schedule of Services and Price are only binding as to task orders to provide the contract line items at the main VA medical centers listed in that Schedule. IDIQ awardees will be provided the opportunity to submit separate pricing for task orders for services provided at CBOCs, ACCs, Vet Centers and other administrative buildings after having an opportunity to review the task order RFPs for each of those facilities. Please reference Section E.2, para 2c, Factor 3 – Price for instructions on submitting offered pricing. | |
| Q22. Will the Contractor be required to provide equipment and supplies at the Ambulatory Care Centers (ACCs)? If so, please provide the square footage. | |
| A22. Yes, unless explicitly stated otherwise in the task order RFP. Square footage and other pertinent information for all CBOCs, ACCs, Vet Centers and other Administrative facilities shall be provided in the Task Order RFPs. | |
| Q23. If the awarded contractor subcontracts any of the work, does the subcontractor have to be Service Disabled Veteran Owned Small Businesses. | |
| A23. No, but there are limits on the amount of work that can be subcontracted to firms who are not SDVOSB concerns. Please refer to section C.10, VAAR 852.219-10 VA Notice of Total Service Disabled Veteran Owned Small Business Set-Aside and C.11, VAAR 852.219-74, Limitations on Subcontracting- Monitoring and Compliance, both included in the solicitation and resulting IDIQs, for information pertaining to those restrictions. | |
| Q24. Will the Government accept a teaming agreement versus a joint venture agreement? | |
| A24. Please refer to section C.10, VAAR 852.219-10 VA Notice of Total Service Disabled Veteran Owned Small Business Set-Aside for information or consult your legal department for guidance on your eligibility to submit a proposal in response to this solicitation. Please note that if you intend to submit a proposal as part of a Joint Venture arrangement, to be eligible to participate in this procurement, the Joint Venture must be listed as “verified” as an SDVOSB concern in the VA VIP database on the date proposals are submitted and at the time of contract award. Registration of the individual members of the Joint Venture is NOT sufficient to meet this requirement; the Joint Venture itself must be registered as “verified.” | |
| Q25. The Government is requiring 2 years of current experience providing janitorial services. Will the Government accept the subcontractor’s past performance if they are small business certified? | |
| A25. The Government is NOT requiring 2 years of current experience providing janitorial services. Please refer to sections E.2 and E.3 for instructions and guidance on submitting proposals. | |
| Q26. Will incumbent personnel performing services have the right of first refusal under this opportunity? If so, what are the anniversary dates? | |
| A26. Incumbent personnel may have the right of first refusal. Details regarding incumbent personnel shall be provided when Task Orders are competed or to the Task Order Awardee. | |
| Q27. To avoid misinterpretation, could you crosswalk the “Wage Determination county” and corresponding VA system. | |
| A27. No. The Service Contract Act applies to this solicitation and resulting contracts. The addresses of the main VA medical centers are provided in the solicitation and can be used to determine which Wage Determination applies to which main VA medical center for the purpose of providing the pricing required for the Schedule of Services and Price. Task order RFPs will identify the addresses for the facilities covered by those task orders. Current Wage Determinations have been provided as attachments to this solicitation. Please direct any further questions to the Department of Labor or your legal advisor. |
Q28. Will required staff orientation and training be reimbursed?
A28. Staff orientation and on-site training conducted at the VAMC main hospital will be payable at the hourly rate included in the task order. Required training and whether it is reimbursable for services provided at the other sites and facilities will be identified in the Task Order RFP for the specific site.
