VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17
DEPARTMENT OF VETERANS AFFAIRS
Justification for Brand Name Purchase For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C262-19-AP-4295
1. Contracting Activity: Department of Veterans Affairs, VISN 22, VA Loma Linda Medical Center, Purchase Request # 605-19-3-6864-0143
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: VA Loma Linda Healthcare System requires a contract to replace cores in door locks throughout the Medical Center complex.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: VA Loma Linda currently has Best door cores in the majority of their doors. They had attempted to replace all door cores previously and procured 3000 cores through a competitive procurement. The cores procured were Medeco hardware. During the process of replacing the cores they discovered issues with the cores. After repeated attempts to resolve the issues, they have decided to pursue a different contract to procure and replace the cores. They have a great-grand master key infrastructure system and software in place for BEST cores, as well as the equipment necessary to cut and pin BEST products. The majority of current lock sets throughout the Medical Center are BEST. It is in the best interest of the government to standardize the cores and keys and utilize the currently available accessories to support sustained locksmith operations at the Medical Center.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted and identified numerous SDVOSB and VOSB potential vendors.
Telephonic conversation with customer service confirmed that BEST components are readily available through numerous retailers and wholesalers and should have minimal impact on competition for this procurement.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. (COs are required to make a determination of price reasonableness IAW FAR 13.106-3.)
