B.X STATEMENT OF WORK / DESCRIPTION

1. CONTRACT TITLE:

Absorber High Temperature Solution Pump replacement at VA San Diego Healthcare System (VASDHS).

2. PLACE OF PERFORMANCES:

VA San Diego Healthcare System Building 2 – Chiller Plant 3350 La Jolla Village Dr.

San Diego, CA 92161

3. PERIOD OF PERFORMANCE:

After award, 14 days for completion. Work shall start within 3 days after notice to proceed.

4. CONTRACT TYPE: Firm Fixed Price (FFP)

5. BACKGROUND:

The Absorber Chiller (Chiller # 4) provides space cooling to the facility to insure ongoing of all Clinical Services. Space cooling is a strict requirement of The Joint Commission and all VHA and other Healthcare and safety requirements. Regularly it runs 24/7/365 and is only shut down for preventive maintenance and cleaning of its cooling tower. This chiller is the only one that operates on emergency power and normal power; all the other chillers operate on normal power. In addition, Chiller # 4 electric motors are 10 HP, using about 14 Amps, while the other chillers consume 1,900 Amps of power to produce an outlet supply temperature of 42 degrees. A pump on Chiller # 4 requires replacement, as such, VASDHS is requesting to have the pump replaced.

6. GENERAL REQUIREMENTS:

6.1. Equipment: Trane Horizon Absorption Chiller Model: ABTF050G / Serial #: L05B00578.

6.2. Contractor shall furnish all equipment, labor, materials, lifting equipment, parts, supervision, supplies, tools, and qualified personnel necessary to remove existing pump and replace it will a new pump provided by the Government. The following are specific tasks required to ensure proper replacement of the pump:

6.2.1. Contractor to verify all dimensions and capacities to ensure the replacement pump will perform fully in fit and function to the original pump design and footprint.

6.2.2. Perform lock out procedure to chiller.

6.2.3. Remove Solution and Refrigerant charge from chiller

6.2.4. Provide storage drums to store solution and charge from chiller,

6.2.5. Remove existing high temperature solution pump.

6.2.6. Contractor shall provide all consumable parts, to includes gasket, nuts, bolts, and any other items to complete the pump replacement.

6.2.7. Install Government provided new pump and land wires.

6.2.8. Return refrigerant charge and solution to CH-4, check for leaks.

6.2.9. Evacuate, start, trim (as necessary), take samples and provide report.

6.2.10. Provide a successful startup report.

6.2.11. Inspection and Acceptance - Upon completion of this service, the Government and contractor representative(s) shall inspect all portions of the work prior to the contractor departing the facility.

6.3. Special Note: The contractor must have competent, documented experience in absorption chiller repair of the listed equipment. All equipment repairs must comply with all performance and operational specifications of the equipment manufacturer (TRANE).

7. CONTRACTOR QUALIFICATIONS & OTHER RESPONSIBLITES:

Contractor shall obtain all necessary licenses required to perform this work. Contractor shall take all precautions necessary to protect persons and property from injury or damage during the performance of this contract. Contractor shall be responsible for any injury to himself/herself, his/her employees, or others, as well as for any damage to personal or public property that occurs during the performance of this contract that is caused by him/her or his/her employees fault or negligence. Contractor shall maintain personal liability and property damage insurance prescribed by the laws of the Federal Government.

Furthermore, contractor and contractor’s employees performing on this contract shall have, but not limited to the following qualification, experience, licenses, and certifications:

7.1. Contractor and/or contractor’s employee(s) performing on this contract shall have the following licenses / certifications.

7.1.1. Current CFC Universal Refrigerant License.

The Government reserves the right to accept or reject Contractor’s employee for the rendering of services. Complaints concerning Contract Personnel’s performance or conduct will be dealt with by the Contractor and COR with the final decision being made by the Contracting Officer.

8. SAFETY REQUIREMENTS:

8.1. All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering on VASDHS shall comply with applicable Federal, State, and VA safety and fire regulations and codes, which are in effect during the performance period of the contract.

8.2. Contractor shall perform work in strict accordance with existing relevant, accredited standards and codes to minimize the possibility of injury to personnel, or damage to Government equipment. Every effort shall be made to safeguard human life and property.

8.3. Contractor shall comply with all applicable Federal, State, and local requirements regarding workers’ health and safety. The requirements include, but are not limited to, those found in Federal and State Occupational Safety and Health Act (OSHA) statutes and regulations, such as applicable provisions of Title 29, Code of Federal Regulations (CFR), Parts 1910 and 1926, NFPA 70E, Article 130.7 29 CFR 1910.132(d)(1)(iii), 29CFR1910.137

8.4. Contractor must take all necessary precautions to prevent damage to any government property. This includes the chiller accessories and all other government equipment in the central plant.

8.5. EPA guidelines and regulations must be adhered to and all reporting documentation must be maintained by the contractor and forwarded to the VA as required by the EPA, OSHA and all other applicable regulatory agencies.

8.6. Contractor shall provide all necessary tools, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely.

9. CHANGES:

The awarded Contractor is advised that only the Contracting Officer, acting within the scope of the contract has the authority to make changes which affect the contract in terms of quality, quantity, price or delivery.

In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority and no adjustment shall be made in the contract price to cover any increase in costs incurred as a result thereof.

11. VA POLICY:

Possession of weapons is prohibited. Enclosed containers, including tool kits, are subject to search. Violations of VA regulations may result in citations answerable in the United States (Federal) District Court.

12. PARKING POLICY:

It is the responsibility of Contractor personnel to park only in designated parking areas. Parking information is available from the VA Police. The VA shall not validate or make reimbursement for parking violations of the Contractor’s personnel under any circumstances.

13. IDENTIFICATION BADGES:

All Contractor personnel are required to wear identification (I.D.) badges during the entire time they are on the VA Healthcare System grounds. I.D. badges must have an identification picture and shall state the name of the individual and the company represented.

14. SMOKING POLICY:

Smoking is not permitted within or around the VA Healthcare System facilities, except in designated areas.

15. NORMAL WORKING HOURS:

Contractor will shall be performing services between the hours of 6:00 AM through 4:30 PM Monday through Friday, with exceptions to National Holidays.

16. OVERTIME AND NATIONAL HOLIDAYS:

Any overtime or holiday pay that may be entitled to the Contractor’s employees shall be the sole responsibility of the Contractor and shall not be billed to nor reimbursed by the Government.

The Contractor is not required to provide service on the following U.S. Government holidays nor shall the Contractor be paid for these days:
