Questions & Answers
RFP 36C26218R0778
1. Question- Is this a new requirement? Is there an Incumbent? Is there an old contract number and award amount? What’s the previous solicitation number?
Answer-This is a new requirement without any incumbent as these buildings have not been previously surveyed.
2. Question- What is the square footage of the buildings outlined within the scope of services? Will drawings of the buildings be provided to the contractors or is the contractor required to provide drawings?
Answer- Floor plans and drawings will not be provided. The square footage of each building being surveyed is as follows: Building 164- 75,585 sq. ft. (three floors), Building 165- 60,309 sq. ft. (two floors), Building 166- 53,086 sq. ft. (two floors), Building 167- 6,534 sq. ft. (one floor), Building 171- 15,775 sq. ft. (two floors)
3. Question- What is the estimated timeframe that is expected to complete the actual survey?
Answer- Approximately two months.
4. Question- Will building 47 be included in this survey?
Answer- Building 47 will not be included in this survey. Please See updated Schedule of Service and Price as well as updated Statement of Work.
5. Question- Are roofs and exteriors included in the survey? If so, who will be responsible for repairing the roofs? Should an estimate from a professional roofer be included in the proposal? Is there any planning for roof replacement?
Answer- No roof samples are required for this survey.
6. Question- Can the government provide any previous surveys and/or Operation and Maintenance plans for the buildings?
Answer- No previous surveys are available. This will be the first surveys for these buildings. All samples shall only be in areas not visible in patient care areas. This includes areas such as closets or engineering spaces. Any samples need to be covered with something such as caulking material and to make sure that the material is still functional.
7. Question- What does it mean by “third party air sampling shall be collected by PCM” in section 3.1, b? How do we budget this without survey results?
Answer- This is being removed. Please see updated Statement of Work.
8. Question- Section 2 scope, c), 3 indicates comparing previous asbestos survey results and reassessing the condition of asbestos. Do you have previous survey results for each building?
Answer- No previous surveys have been done for these buildings. This is being removed. Please see updated Statement of Work.
9. Question- Section 2 scope, c), 2 indicates providing analytical health risk assessment. Please confirm if this assessment should be included in the survey.
Answer- Only hazard assessment to include whether friable, damaged/significantly damaged/potential for damage and ACM material type (TSI, Surfacing, Misc) shall be included with the survey.
10. Question- Please confirm if analysis by Transmission Electron Microscopy (TEM) is required for the building survey scope as stated in Section 2. Scope.
Answer- This is being removed. Please see updated Statement of Work.
11. Question- Please confirm if asbestos abatement is required by this RFP as stated in Section 2.c Scope.
Answer- This is being removed. Please see updated Statement of Work.
12. Question- Please clarify the intent of the scope for Section 3.1b.
Answer- This is being removed. Please see updated Statement of Work.
13. Question- Please confirm the extent of air testing that is expected by Section 3.2a. Shall the air samples collected be analyzed by transmission electron microscopy?
Answer- There are no air samples required. Please see updated Statement of Work.
14. Question- Section 7. Risk Control – Please elaborate on the need for an “Infection Prevention Construction Risk Assessment”. Would this apply to all buildings? What are the expectations for inspection above ceiling in any health services or critical care facilities?
Answer- Only one “ICRA” form needed for all buildings total. We will provide this form and the Contractor will just fill out the information. Our infection control will sign off on the sheet before work starts.

B.4 STATEMENT OF WORK
1. Background
The Veterans Affairs Long Beach Healthcare System (VALBHS) requires a comprehensive asbestos survey. Services shall be provided in accordance with applicable EPA, OSHA, NIOSH, SCAQMD, and NESHAP policy. Asbestos surveys are required for both exterior and interior Buildings 164, 165, 166, 167 and 171 on the VALBHS campus located at 5901 E. 7th Street, Long Beach, CA 90822.
2. Scope
a) The Contractor shall provide a comprehensive asbestos survey for the VALBHS. The Contractor shall perform work that is primarily asbestos containing material (PACM), asbestos construction containing material (ACCM), and asbestos containing material (ACM) related in nature. Services shall include physical field investigations, bulk sampling composition and, analytical data results, and identified locations of asbestos.
b) The Contractor shall provide a professional Certified Asbestos Consultant (CAC) to oversee this project and a Certified Site Surveillance Technician (CSST) who shall develop and establish risk assessment measures for those locations identified to have related PACM, ACCM and ACM. Results shall be measured and provided from a federal monitored program by the National Institute of Standards and Technology Accreditation Program (NVLAP). Data and analytical results shall be provided by and accredited laboratory, NVLAP Asbestos Bulk Sample Analysis- PLM and NVLAP Airborne Asbestos Analysis.
There are two primary objectives of this survey to support the Operations Maintenance Program:
1. Monitor, identify and sample the PACM, ACCM and ACM presence or absence throughout the specified buildings;
2. Provide analytical health risk assessment and establish a survey measurement to determine the classification related to the asbestos condition and procedure and determining abatement best practice
3. Specific Tasks
3.1 Task 1-Asbestos Survey Services
a) The Contractor shall provide a comprehensive written asbestos survey related to health risk assessment services performed by a Certified Asbestos Consultant (CAC) or a Certified Site Surveillance Technician (CSST). This method is used to determine the percentage of asbestos in a bulk material presumed to have asbestos. Locations of bulk samples shall be selected by a CAC, CSST, persons educated on asbestos who have been specially trained in but limited to walls, ceilings and floors. Data and analytical results shall be provided by the accredited laboratory. Asbestos Bulk Sample Analysis – Polarized Light Microscopy, Phot Contrast Microscopy (PCM), Airborne Asbestos Analysis and Transmission Electronic Microscopy (TEM) point counting are acceptable analytical techniques. All laboratories used must be approved by the American Industrial Hygiene Association (AIHA) and on their list of accredited laboratories, http://apps.aiha.org/qms_aiha/public/pages/reports/publicScopeView.aspx?ProgramCode=40&Version=2
