QUESTIONS AND ANSWERS

1. Will there be scheduled site visits to all Healthcare Systems? There will be no site visits, however, locations are identified in the solicitation.

2. Subcontractors: a) Can network transportation companies such as Uber and Lyft, be used to service this contact? NO. b) Are all subcontractors required to comply with wage determination, fridge benefit and holiday pay? That is for your subcontractors to determine. The Service Contract Act and Department of Labor wage rates apply to this contract.

3. If a contractor is responding to more than one Healthcare System, does contractor need to have separate responses for each or can one response be submitted for multiple Healthcare Systems? Only one proposal is required, however, it should clearly delineate the proposed services for each healthcare system.

4. Can cleanup be added as a line item, or will it be reimbursed as an itemized item with variable pricing? No line item will be added. This paragraph pertains to severe cases outside of the industry norm for transporting patients.

5. Will on-site coordinators be trained by VAMC Beneficiary Travel personnel or is contractor responsible for training? The VA will provide on-site orientation (including VAMC contacts and points of reference) and assist with setting up an area of operation.

6. Is contractor required to provide patient caretaker in addition to driver for constant watch patients? If so, can such service be added as a line item? No, the Contractor is not required to provide patient caretakers. The contractor is only required to provide the driver.

7. Would you be kind enough to explain how you cost a thirty mile trip. Does the under twenty miles price play a role in the pricing? The contractor would be reimbursed the flat rate for 20 miles and then the per mile rate for every mile over 20.

8. Para 1.6 states “All services shall be performed from the designated pick-up point to the drop-off location which may include the main VAMC Medical Center, another VA Medical Center, Community Based Out-Patient Clinic or other designated locations (i.e. nursing homes, airport, other medical facilities, etc.) including delivery to specific rooms within a building if so specified.” Do any of these VAMC’s have an escort service to deliver patients to or from a specific room or clinic? On most occasions, the contractor’s driver shall not be required to transport a patient to a room or clinic. However, they shall remain with the patient until there is a positive hand-off with the onsite coordinator or escort at the designated facility. On rare occasions when a Veteran is needed to be transported to a specific room within a facility, this request will be communicated to the Contractor’s dispatch center or directly to the driver.

9. Does the contractor have to have a dispatch center in southern California? No. This requirement was updated with Amendment 00001 with the updated RFP.

10. The solicitation indicates: “Constant watch patients require continuous observation by an attendant.” What percentage of patients are considered ‘Constant Watch’ patients? Will the government reimburse a contractor for providing an attendant? Per the updated solicitation posted as Amendment 00001, the Contractor shall not be required to provide any attendants, only a driver per vehicle.

11. The solicitation indicates: “For all wheeled and hired car request, the Contractor shall provide one driver and one attendant.” Does the government require the contractor to provide an attendant for all patients or just for ‘Constant Watch’ patients? Will the government reimburse a contractor for providing an attendant? Per the updated solicitation posted as Amendment 00001, the Contractor shall not be required to provide any attendants, only a driver per vehicle.

12. Are drivers classified as “Shuttle Bus Drivers” or “Ambulance Drivers” under the Service Contract Act for this contract? Shuttle Drivers.

13. Does the government intend to include a provision for calculating mileage for ‘remote location to remote location’ transports? No. There will be no changes to the schedule.

14. Section D.4 Price Worksheet provides ‘Estimated Quantities’. Do these reflect current and anticipated future quantities? Yes.

15. P. 119, paragraph 1 indicates, “Offerors must submit copies of current business license(s) and/or permits to operate in the Los Angeles and surrounding counties.” This provision unfairly limits competition and gives an unfair advantage to contractors currently established in Los Angeles and surrounding counties. Should the awardee simply be expected to provide copies of current business license(s) and/or permits to operate in the Los Angeles and surrounding counties prior to starting the contract? This requirement was removed with amendment A00001.

16. Regarding section E.3, It seems something is missing in the Basis for Award? This section was updated with Amendment A00001.

17. Is there a technical proposal required for this solicitation? Yes, see section E.2.

18. Does Loma Linda currently have a contract in in place with a provider? If so, what is the contract number and provider? VA Loma Linda does not currently have a contract in place.

19. Can you provide an incumbent contract number if this is a recurring requirement? Or can you confirm that this is a new requirement? This is a new requirement for VA Loma Linda. VA San Diego HCS – VA262-15-F-3879; VA Long Beach HCS – VA262-17-J-6407;
