4. SCOPE OF WORK.
4.1. The American Academy of Urgent Care[footnoteRef:2] defines urgent care as “the provision of immediate medical services offering outpatient care for the treatment of acute and chronic illness and injury.” For the purposes of this contract, the VA Lancaster CA CBOC and VA Bakersfield CA CBOC seek services at the lower end of the severity spectrum (e.g., minor illnesses, coughs, colds, rashes, and sprains). X-ray and lab services are not necessary to meet VAGLAHS requirements. Pharmacy services, specifically a (ten) 10-day supply of a VA-approved formulary of medications are necessary. 4.2. Urgent care services shall be available at locations within 40 miles (approximately) driving distance of most Veteran-patients in the Lancaster catchment area and/or Bakersfield catchment area. It is not necessary for the contractor to have facilities close to every Veteran; the Contractor shall have facilities within 40 miles of approximately 90 percent of Veterans in one (1) catchment or both catchments. These services will be available upon referral seven (7) days per week and after 4:30 p.m. (PST) on all weeknights.
4.3. Veteran-patients assigned to the VA Lancaster CBOC and VA Bakersfield CBOC seeking Same Day Care services (SDC) during business hours (8:00 a.m. – 4:30 p.m. (PST) Monday through Friday) should contact their Primary Care Teamlet at the VA Lancaster CBOC or VA Bakersfield CBOC for these services. Alternatively, Veteran-patients assigned to the VA Lancaster or VA Bakersfield CBOC seeking SDC may also call the VISN-22 Nurse Advice line at 877-252-4866. If the VISN-22 Nurse determines a Veteran-patient needs in-person care, the VISN-22 nurse will refer the Veteran-patient to a contracted Urgent Care Site in either Antelope Valley CA or Kern County, CA, depending on Veteran-patient location.
4.4. It shall be the responsibility of the contractor to evaluate the Veteran-patient and provide appropriate care. Should the Veteran-patient require services beyond the scope of the urgent care facility’s services, it is the responsibility of the contractor to refer the Veteran-patient back to VAGLAHS sites, including the VAGLAHS emergency department. The contractor shall participate in electronic communication with the VA Contracting Officer Representative (COR) or a third-party Contractor to facilitate data exchange.
5. SCOPE OF SERVICES. The Contractor shall provide the following services to Veteran-patients:
