· Yes

· This procurement is conducted in accordance to FAR 12 & 13.
4. If Cost Realism Evaluation is not performed, how will the VA determine compliance with the applicable DOL Wage Determination.
· It is the responsibility of the Contractor is meet the minimum requirements of DOL Wage Determination and the Contractor is subject to providing documentation/ proof of doing so when requested by any Federal Agency.
5. Are these services currently being performed by Contractor personnel? If so, are they subject to the Service Contract Act. And, who is the incumbent contractor(s).
· See #1
· Yes, SCA applies
6. Is it possible to get a two-week extension?
· At this time there will not be an extension, please check FBO for any updates/ changes to the solicitation.
7. Is the contractor required to provide cell phone and computer for temporary employees?
· That is not a requirement of the contract.
8. Are the temporary employees required to drive to different installations to perform duties?
· The temporary employee will provide services within the campus in which they are assigned, if services are required at another location other than their assigned campus, they will be escorted there by a VA employee.
9. Will each temporary employee be required to access VA computer systems and if so, will a background check be required? If a background check is required, what level of sensitivity should the contractor use for budgeting purposes?

13. If this service is currently being rendered, will the VA identify the incumbent? Will the current temporary staff be available for hiring?
· See #1
14. Is this a new or existing requirement, and if this is an existing requirement, can you please provide the name of the incumbent contractor, the contract number and dollar value of the contract?
· See #1
15. Because the labor categories on this contract are skilled trades and our personnel are temporary, is it correct to assume that our personnel will not need logical or physical access to VA information systems, as described on page 4 of the RFQ?
· This is depended on the facility, there may be times the temporary employee may need to input information, update status of services in the log. If access is required the Contractor will be notified.
16. The tables shown on pages 14 and 15 of the RFQ have two differences in verbiage from the list of personnel shown on page 16. Item 0001 in each table uses the term "Electronic Equipment Repairers," whereas on page 16 the same labor category is listed as "Electrical Equipment Repairer." Item 0005 in each table uses the term "Maintenance Dispatcher," whereas the same labor category on page 16 is shown as "Maintenance Dispatch Assistant." Can you please clarify these discrepancies?
· Electronic Equipment Repairers and Electrical Equipment Repairer are the same
· Maintenance Dispatcher and Maintenance Dispatch Assistant are the same
17. Section 6.0 states the temporary personnel should bear the licenses and certifications required to perform the work, but Section E, Solicitation provisions, item number 4 on page 31 states "offeror should submit...a valid and current copy of Offeror's OSHA [sic], provide a valid and current copy of Offeror's permits in all states services are rendered..., etc.," presumably at time of bid. Typically in a Temporary Services contract like this one, the personnel bear the licenses and certifications, not the company, and "permits" pertain to permissions for individual jobs/job sites, not the existence of a company. Can you please clarify the documentation required under Section E, Solicitation provisions, item number 4, including the time at which such documentation should be submitted (at time of bid versus after contract award)? Thank you.
· Required documents should be in the name of the temporary employee and provided with the submission.
