About this file

This is a Statement of Work (SOW) for a design-build project numbered 654-27-130 titled "Eliminate Trip Hazards Facility Wide" at the VA Sierra Nevada Health Care System in Reno, Nevada. The project addresses trip and fall hazards across the facility's exterior infrastructure, including the flag circle, Emergency Department parking lot, Community Living Center parking lots, sidewalks, curbs, landscaping, signage, wheel stops, and driveways. The Design-Build contractor must provide all Architect/Engineer services, design drawings, specifications, engineering calculations, and construction of the project in compliance with Veterans Affairs Design Guides, Master Specifications, and current applicable codes. The scope requires facility-wide site survey evaluation, determination of repair extent and phasing to minimize disruptions, facility-wide parking lot repaving and restoration, curb and sidewalk repair/replacement, high-contrast anti-slip stair nosing, landscape buffer improvements with brick pavers, emergency access control gate installation in the flag circle, and site furnishing inventory and reuse where feasible. All work must comply with Architectural Barriers Act Accessibility Standards, Standard Specifications for Public Works Construction, City of Reno standards, and Nevada State Historic Preservation Office requirements.

The design phase has a 150 calendar-day performance period with structured submission milestones at 35%, 65%, 95%, and 100% completion, each with VA review and comment cycles. The construction phase allows 180 calendar days after issuance of a separate Construction Notice to Proceed. Work hours are limited to Monday–Friday 0730–1600 hours Pacific Time except federal holidays, though work causing facility disruption may require off-tour or weekend scheduling. The contractor must request utility outages or space closures in writing 21 days in advance and is responsible for all City of Reno, Washoe County, State of Nevada, and local agency permits and fees, including Encroachment/Excavation and Urban Forestry permits. Deliverables include complete design specifications, construction drawings, engineering calculations signed and stamped by Nevada-licensed practitioners, QA/QC plans with independent technical review, construction schedules with phasing details, meeting minutes, and record drawings in both hard copy and electronic formats (AutoCAD and PDF files). The contractor must attend weekly project meetings via Microsoft Teams, perform submittal reviews, respond to Requests for Information within seven calendar days, provide monthly site inspection visits, and maintain field as-built documentation throughout construction.
