About this file
This is an Amendment Questions and Answers document (Amendment 0002) for a Department of Veterans Affairs Engineering Service solicitation for engineering safety training services. The document contains responses to questions submitted by potential offerors regarding the solicitation requirements and evaluation criteria. The solicitation (36C26127Q0017) is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for select safety training courses required for specific staff positions and duties at VA facilities. Training topics are driven by regulatory compliance standards including NFPA, VHA Directive, OSHA, and local policies to ensure staff and patient safety during various job duties.
All offerors must be verified as SDVOSB-certified at the time of quote submission and maintain registration through award, performance, and final payment. Failure to submit SDVOSB certification and completion of VAAR Clause 852.219-75 will result in exclusion from evaluation and ineligibility for award. The deadline for submitting questions was September 1, 2026 at 12:00 p.m. (noon), with answers posted as solicitation amendments. Quote submission deadline is September 10, 2026 at 11:00 a.m. PST. Amendment 0002 does not extend the quote due date. Offerors should refer to the original solicitation document (WD 2015-5609 Rev 29), Past Performance Questionnaire, and previous amendments (Amendment 0001) for complete requirements and pricing schedules.

Solicitation 36C26127Q0017 – Amendment 0002
Questions and Answers Document – Amendment 0002
1. Is OSHA 10 General Industry or Construction required, and does the VA require official Department of Labor course completion cards?
Yes both are required.
2. Equipment Usage & Provisioning (Heavy Equipment): For hands-on practical evaluations (Forklift, Scissor/Boom Lift, Skid Steer), is the contractor expected to bring/rent all operating equipment to the facility, or will the contractor be authorized to conduct practical assessments using VA-owned heavy equipment already on site at VAMC Fresno?
The only equipment the vendor will be responsible for renting and providing is a boom lift. The station has all the other heavy equipment.
3. Specialized Safety & Training Gear: Does the VA intend for the contractor to supply all physical demonstration/practical gear—such as electrically insulated rescue hooks, air quality monitors, confined space breathing apparatuses or forced-air units, and rescue tripods/winches—or will contractor instructors utilize VAMC Fresno’s existing calibrated safety hardware during on-site training?
Vendor will utilize VA equipment that is provided.
4. NFPA 70E Code Books / Student Materials: For the NFPA 70E course, is the contractor required to provide a current physical or digital copy of the NFPA 70E Standard to each individual participant?
No, only the training materials.
