STATEMENT OF WORK (SOW)

For Design-Build Services

Project 593-26-306

Install Parking Shades & Reconfigure Lots

VA Southern Nevada Healthcare System

6900 Pecos Road, N. Las Vegas, NV 89086

1.0. PROJECT SUMMARY & INTENT

1.1. The VA Southern Nevada Healthcare System (VASNHS) campus in North Las

Vegas experiences two critical challenges impacting patient/staff safety and comfort:

1.1.1. Unsafe Pedestrian Conditions: Existing parking lots require pedestrians to navigate active driving aisles and cross the Loop Road without adequate protection. Current layouts lack sufficient dedicated walking paths, traffic-calming measures, and high-visibility crossings, creating conflict points between vehicles and pedestrians. These conditions increase the risk of accidents and impede ADA accessibility for Veterans and visitors with mobility limitations.

1.1.2. Exposure to Extreme Heat: The campus is located in a desert climate where summer temperatures routinely exceed 100°F. Veterans and staff walking from vehicles to the facility face prolonged sun exposure, elevating the risk of heat exhaustion and heat stroke, particularly for elderly and medically vulnerable populations.

1.2. This Design-Build (DB) project will deliver a comprehensive solution by using parking lot improvement documents (see Section 10.0 Reference Material) as basis of design to reduce vehicle-pedestrian conflicts, enhance accessibility, and protect Veterans and staff from extreme heat, supporting VA’s mission to provide a safe, accessible, and comfortable healthcare environment.

1.2.1. The Design Build (DB) contractor must furnish:

1.2.1.1. Design: All design Architect and Engineering (AE) services, materials, supplies, equipment, investigations and project supervision, and construction period services associated with this contract. Design must meet Veteran’s Affair (VA) Design

Guides and Design Criteria and VA Master Specifications at the Technical Information Library (TIL) (www.cfm.va.gov/TIL), including providing parking that meets VA parking requirements, physical security design guide requirements, and access requirements per VA Design guide. Design shall follow all current applicable codes, including, but not limited to, International Building Codes (IBC), National Fire Protection

Association (NFPA), and Occupational Safety and Health

Administration (OSHA).

1.2.2. Construction: All labor, materials, supervision, and administration for the complete construction of the project.

1.2.3. The Design Build Contractor must consider the site in its entirety and develop designs for parking shade canopies and reconfiguration of lots to include pedestrian walkways that fit within the site constraints.

2.0. SCOPE

The DB contractor’s AE team will design and construct shade canopies and associated parking lot improvements as follows, in accordance to VA Design Guides, Design Criteria, and VA

Master Specifications found in the TIL:

2.1. General Basis-Of-Design

The following information shall be verified by the DB contractor’s AE via provided as-builts and site investigation. Intent of information will be to match existing campus canopy appearance, proportions, and detailing as described in

Assignment 44 – Conceptual Design for Carports and 593-14R-200 – Existing

Carport Design; omit PV modules and optimize canopy dimensions & footings for shade-only loading.

2.1.1. Minimum clearance: 12 ft under all canopies.

2.1.2. Max canopy width: 27 ft per section; interior modules approx. 40 ft long;

perimeter stalls, see below.

2.1.3. Roof slope: 5° toward south for drainage.

2.1.4. Stall dimensions: 18 ft × 9 ft typical; maintain VA standard geometry and

24 ft two-way aisles.

https://vaww.aams.ecms.va.gov/AAMS_Production/DAV/dwhyyyymyy015yvy/www.cfm.va.gov/TIL

2.1.5. Lightning Protection: Ensure new shade canopies have lightning protection designed for implementation in construction.

2.1.6. Aesthetic: The aesthetic must be pre-approved by the VA Facility

Engineering Department and match existing canopy system aesthetic but optimize for shade-only loading.

2.1.7. Perimeter stalls: Use cantilevered systems with footings on one side (as opposed to centered like existing carports) to minimize impacts to loop roads and utilities; AE to confirm feasibility and propose alternatives as needed.

2.1.8. Parking Lot Reconfiguration – Infill & Pedestrian Safety:

Use Assignment 21 – Draft Schematic Design and Report, Assignment 44

– Parking Study, and ED Parking Expansion for basis-of-design. For lots that do not have detailed drawings associated, apply the same basis-of-design details for implementation into those lots.

2.1.8.1. Incorporate protected pedestrian paths, speed tables, and/or crosswalks where canopy installation affects walkways.

VA Request: In lieu of speed tables in parking lots, implement striped pedestrian paths with speed bumps at drive inlets to enforce safe speeds. Implement this combination where feasible in all lots and determine best locations for speed bumps in relation to striped crossings. See figure below for example:

Figure 1: (Left) Shown in Assignment 21 Report; (Right) Design Intent Described in 2.1.8.2.

2.1.8.2. Implement targeted infill in feasible landscape islands, between-lot areas, and ED parking lot preserving stall/aisle standards, slopes, and positive drainage. Maintain established runoff paths and smooth grade transitions to avoid ponding.

2.1.8.3. Infill and parking stall additions should include shaded canopies.

2.1.8.4. Assess flagpole roundabout on northeast side of campus

(between lot A and B). Design reconfiguration of roundabout for better pedestrian and vehicle flow.

2.1.8.5. Ensure compliance with PG-18-10, ADA, ABAAS, and FHWA

RRFB signage standards.

2.2. Parking Lots and Coverage Targets

AE shall verify counts and layout during design survey(s):

2.2.1. Lot A: 127 uncovered stalls (84 perimeter, 43 interior).

2.2.2. Lot D: 466 uncovered stalls (117 perimeter, 349 interior).

2.2.3. Lot E: 177 uncovered stalls (101 perimeter, 76 interior).

2.2.4. Lot F: 178 uncovered stalls (63 perimeter, 115 interior).

2.3. Structural and Site Considerations

2.3.1. Design foundations and structural systems per local wind/seismic codes and VA standards; consider geotechnical recommendations for pier embedment and uplift resistance.

2.3.2. Preserve existing drainage patterns; maintain positive flow and avoid ponding; integrate gutter/downspout systems as needed.

2.3.3. Perform utility conflict analysis (i.e ground-penetrating radar, SUE Level

A/B + potholing, etc.) before footing design.

2.3.4. Use corrosion-resistant finishes and match campus color palette.

2.3.5. Accessibility and Pedestrian Safety

2.3.5.1. Provide 6 ft minimum width for secondary walkways.

2.3.5.2. Install striped crosswalks, speed tables, and LED RRFB signage at crossings per FHWA and VA guidelines.

2.3.5.3. Ensure lighting for nighttime pedestrian activity along new paths.

2.3.5.4. Include striped crossings with speed bump protection across

Loop Road on west side of campus, connecting the outer parking lots A & F to the outer loop ring (see Assignment 21 – Draft

Schematic Design and Report, pg 12-16 for more information)

2.3.5.4.1. Apply lighting notes from General Note 4 to these

crossings across the Loop Road

2.4. Deliverables and AE Responsibilities

2.4.1. Design Submittals: 35%, 65%, 95%, 100% drawings/specifications.

2.4.2. Basis-of-Design Report: Document canopy system selection and deviations from existing details.

2.4.3. Technical Reports: Geotechnical, structural calculations, drainage analysis, utility survey, parking lot reconfiguration plan.

2.4.3.1. Parking Lot Reconfiguration Plan: At minimum, should detail:

targeted infill feasibility and implementation plans/drawings;

integration of protected pedestrian paths, speed tables, Loop

Road Crossings, and striped crossings with LED RRFB signage at conflict points, flagpole roundabout; proposed construction phasing plan and schedule; and verification of no conflicts with structural considerations.

2.4.3.1.1. If certain lots are identified to be infeasible to start construction on due to ongoing structural considerations, plan should include proposed phasing for those lots after 100% construction documents are submitted and approved

2.4.4. Cost Estimates: Use VA estimating standards. Break out costs by individual parking lot and provide a prioritized list for implementing shade structures and pedestrian-safety reconfiguration. Identify infill of additional parking stalls as deduct alternates to maintain the established construction limit

2.4.5. Schedule: Phased construction to maintain parking operations, minimized to one parking lot outage at a time.

3.0. Period of Performance (PoP) & Separate Construction NTP

3.1. Overall PoP (Parallel Design & Construction)

3.1.1. Design & Preconstruction (to 65%): Target ~120 calendar days from

Design NTP, including BOD/SUE/Geotech, QCP, and 35%/65% workshops.

3.1.2. Construction (separate NTP; parallel start): Target ~320–340 calendar days from Construction NTP (issued after VA acceptance of 65%).

3.1.3. Final Design (95%/100% IFC): Complete by ~Design NTP + 210 days, supporting early fabrication/field work.

3.1.4. Closeout: ~45 calendar days for as-builts, O&M, warranties, etc.

3.1.5. Total PoP (Design NTP → Final Acceptance): ~515–555 calendar days (~17–18.5 months), to be confirmed at 35% based on AE findings, utility conditions, and hospital operations.

3.2. Separate Construction NTP Provision

3.2.1. VA may issue a separate Notice to Proceed (NTP) for construction upon acceptance of the 65% design and associated investigative reports—

BOD, SUE Level A/B with potholing, Geotechnical Report— ensuring the parking lot reconfiguration plan will not be drastically affected by structural considerations.

3.2.1.1. Early construction NTP is contingent on validated reports and

65% acceptance. If utility conflicts, geotechnical findings, or

ADA/drainage constraints remain unresolved, early NTP shall be deferred to avoid foundation redesigns, utility strikes, ADA non-conformance, or schedule/cost impacts.
