About this file
This is a Statement of Work (SOW) for a design-build construction project at San Francisco VA Medical Center for Project 662-27-113, Construct Building 40 Impact Completion Items. The project is located at 4150 Clement Street, San Francisco, California, and encompasses the northern edge of campus bounded by Building 6 to the east, Parking Lot J to the west, the Water Tower to the south, and roadway/sidewalk to the north. The scope of work includes demolition of remaining Building 21 components (southern wall, two supporting wall sections, floor, and footings); construction of retaining walls and sidewalks on both the south and north boundaries with specific grade limitations not exceeding 2.5%; grading and compaction of soils to a semi-impervious or fully impervious surface with appropriate drainage; construction of fencing to secure the area; restructuring of Parking Lots J and 7 with restriping and paving as needed; and xeriscaping of vegetated areas. The contractor must provide a qualified surveyor, perform utility locates, and utilize means and methods approved by a structural engineer to ensure soil retention does not adversely impact the water tower during demolition.
Design deliverables include an initial 35% design submission incorporating the diagrammatic design and construction-level details for the southern retaining wall and sidewalk with revised connection points, followed by a final construction document submittal incorporating all government review input. The government allows 10 calendar days for review of all deliverables. Construction concurrent with design finalization is authorized, with demolition and early construction activities anticipated to commence while design completion proceeds. The contractor must coordinate vehicle ingress/egress around clinical operations with the Contracting Officer's Representative (COR), manage erosion prevention to protect pedestrian walkways and storm water inlets, maintain existing parking and pedestrian access except for pre-authorized durations, and request any utility outages three weeks in advance. Work hours are 7:30 AM to 4:30 PM Monday through Friday, excluding federal holidays, with extended hours available upon written request. The Period of Performance is 240 days. The project utilizes prior construction documents from the cancelled Project 662-402 as a base layer, with the prime firm required to be a licensed/registered professional capable of multiple design disciplines and full construction execution.

San Francisco VA Medical Center 4150 Clement St San Francisco, CA 94121
Project: 662-27-113, Construct BLDG 40 Impact Completion Items
Statement of Work The San Francisco VA Medical Center located a 4150 Clement St., San Francisco, CA 94121 requires the services of a qualified general contractor to execute the requirements of project 662-27-113, Construct BLDG 40 Impact Completion Items. This project is a design/build requirement that utilizes prior construction documents of Project 662-402 to a significant degree however requires new design elements for the purposes of site restoration. Project 662-402 was cancelled and as such the primary purpose of this project is to achieve necessary work products for a usable site and mitigate impacts from the prior site demolition. The area of work is the northern edge of campus bounded by Building 6 to the east, Parking Lot J to the west, the Water Tower to the south, and the roadway and sidewalk to the north.
The general features of work are as follows and are best depicted on final sheet of provided drawings:
· Demolition of final components of building 21 comprising the southern wall as well as two supporting wall sections, the floor, and any footings.
· The construction of a retaining wall and sidewalk on the south edge of the area of work consistent with the previous design. Modifications will be required at points of termination of the sidewalk as well as path lighting connected to site lighting systems point of origin for associated power.
· Design and construction of a retaining wall adjacent to the sidewalk constructed adjacent to the sidewalk on the north boundary of the area of work. Requirements of wall are to be determined by limiting a finished grade between the new sidewalk on the southern portion of the area of work and the wall of not greater than 2.5%.
· Grading and compaction of soils with an appropriate finish level of a semi-impervious surface acceptable to vehicle traffic with protection against vegetation growth or an entirely impervious surface with design addressing drainage requirements.
· Construction of fencing to form a secured area as depicted in drawings
· Restructuring of parking lot J and parking lot 7 to conform with design impacts to include restriping and any needed paving to establish fixed boundaries.
· Xeriscaping in areas generally reserved for vegetation with construction of similar quality and material of other projects recently completed on campus.
Design Constraints This requirement is to be executed as a design-build subject to design constraints described as follows. Drawings provided may be used as base layers however prior stamped drawings shall not pass liability on to the original designer. Locations and elevations of the retaining wall and sidewalk as depicted in the design on the southern edge are to be assumed as fixed with the exception of terminal connections to existing. The general contractor’s designer is able to assume the absence of utilities within the area of work for purposes of proposal however shall perform a locate to confirm prior to construction. A qualified surveyor shall be required with all produced plans identifying benchmark used and elevations accordingly. Demolition of No drawings are required nor are final as-builts. Means and methods of construction or temporary shoring after the demolition of Building 21 must ensure that no soil retention issues adversely impact the water tower during construction which will be approved by a structural engineer. Provided specifications greatly exceed the scope of the requirement, however, may be used in part or in full assuming adoption by the general contractor’s designer. Geotechnical reports, survey data, or other analysis necessary for the design of project 662-402 is reasonably available if requested.
Deliverables / Design Performance An initial 35% design shall be provided from the designer or record. This shall follow the diagrammatic design provided on the final sheet of the provided drawings and incorporate the construction document level design of the southern retaining wall and sidewalk depicting revised points of connection. Any narratives provided should be in sufficient detail to address construction constraints.
Assuming general concurrence, no deliverable will be required to the 90% level. This deliverable may generate it’s own specification or utilize the existing. For the purposes of this requirement and the recency of the existing documents, the government does not require that specification sections be updated with those replaced.
A construction document submittal will be required for final review and approval. It must incorporate all input from prior reviews.
Government review time is 10 calendar days for all deliverables.
Upon commencement of any work, the general contractor will include Design Progress and Discussion on the weekly meeting agenda.
Construction Constraints / Existing Site Conditions Construction concurrent with finalization of design is generally assumed. Given the significant level of design completion and nature of the southern area of work; it is authorized and generally assumed that demolition and early construction activities will commence while the balance of design is being completed.
The area is currently loosely vegetated. It should be expected that work will result in an increased risk of erosion. Means and methods of executing the work must address ensuring that soils from the worksite do not migrate and present a hazard to pedestrian walkways nor do they reach any storm water inlet.
Vehicle access to the construction site is likely to be limited during normal business hours due to adjacent parking. Ingress and egress of vehicles, especially heavy equipment, to be planned around clinical operations and coordinated with the COR.
Based on nature of this requirement, the area of work will incorporate the laydown area hance no additional space on campus will be provided. All existing parking and pedestrian access routes (existing north sidewalk) will remain in services except for pre-authorized durations commensurate with features of work.
Any needed utility outages must be requested three weeks in advance and are subject to coordination. Lock-out Tag-out (LOTO) is required to be redundant with VA staff. LOTO should be assumed for lighting electrical connection but is not anticipated for any other utility.
Hours of work are 7:30AM – 4:30 PM Monday through Friday excluding federal holidays. Work outside of these hours will be considered, however, must be requested in writing to the COR.
Period of Performance:
