About this file

This is a Single Source Justification document for a brand name purchase order submitted by the Department of Veterans Affairs, Network Contracting Office 21, VA Palo Alto Healthcare System (VAPAHCS). The acquisition (ID# 36C261-26-AP-4511) is for 83 freestanding healthFIRST infection control center prevention stands/displays manufactured by Peter Pepper Products (part# ICF-2M) with an estimated contract value of $67,879.11. The purchase falls within the simplified acquisition threshold range, exceeding the micro-purchase threshold but not the simplified acquisition threshold.

The justification for single-source procurement is based on standardization requirements across VAPAHCS facilities. VAPAHCS currently uses Peter Pepper Products healthFirst freestanding infection prevention stands as their standard display units to ensure consistency and cohesiveness across all healthcare system locations, campuses, and community-based outpatient clinics. The units are necessary to support infection control policies and procedures, particularly during masking mandates imposed due to COVID-19 surges or other respiratory illnesses in the San Francisco Bay area. Market research was conducted through Sam.gov, VANAC, SBA-DSBS, GSA Advantage, and GSA-elibrary; no available contract vehicles were identified, though Service Disabled Veteran Owned capable distributors were noted. The requirement will be solicited on the open market. The contracting officer, Victoria M Torres, certified the justification as accurate and complete in accordance with FAR 13.106-1(b).
