About this file

This is a Justification for Single Source Award document from the Department of Veterans Affairs for a procurement action over the micro-purchase threshold but not exceeding the simplified acquisition threshold.

The Department of Veterans Affairs, Network Contracting Office 21, is procuring Becton Dickinson and Company SiteRite 9 Ultrasound Systems with accessories for the Southern Nevada Healthcare System located in North Las Vegas, Nevada. The estimated contract value is $130,684.20. The requirement includes a trade-in of existing end-of-life Becton Dickinson and Company Site Rite 8 Ultrasound Systems. The justification for sole-source procurement centers on the clinic's critical need to replace malfunctioning ultrasound equipment used for vascular access placement and Peripherally Inserted Central Catheter (PICC) procedures. When equipment malfunctions, the clinic must borrow devices from other departments, reducing operational efficiency and patient care capacity. Market research conducted through SAM.gov, ADDS UP, FPDS, and the SBA Dynamic Small Business Search database under NAICS code 334510 identified 466 Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses, but no alternative sources capable of providing both the SiteRite ultrasound equipment procurement and equipment trade-in services were identified. The contracting officer, Victoria M. Torres, certified that Becton Dickinson and Company, a large business, is the sole source capable of meeting these combined requirements and is anticipated to submit a fair and reasonable quote to the government.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW RFO 12.102(a) For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID: 36C261-26-AP-4284

1. Contracting Activity: Department of Veterans Affairs (VA), Network Contracting Office 21

(NCO) on behalf of the Southern Nevada Healthcare System located at 6900 North Pecos Road, North Las Vegas, NV 89086-4400.

2237: 612-26-4-154-0394

2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount: VA Southern Nevada Healthcare System’s requirement is to replace Becton

Dickinson and Company ultrasound systems for vascular access placement. Requirement will supplement existing equipment and will include a trade in discount of end of life equipment. Requirement will include Becton Dickinson and Company SiteRiteT 9

Ultrasound System and accessories and will include a trade in of Becton Dickinson and

Company Site Rite 8 Ultrasound System..

The estimated cost for this requirement is $130,684.20

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: VA Southern Nevada Healthcare System’s requirement is to replace Becton Dickinson and Company ultrasound systems for vascular access placement that are at the end of life/service and supplement existing equipment.

Requirement will include a Becton Dickinson and Company trade of end of life equipment.

When an ultrasound unit malfunctions, the clinic is currently has to adjust workflow by borrowing a device from another department in order to complete Peripherally Inserted Central Catheter (PICC) procedures for patient care, which is creating a reduction in clinic efficiency to support patient care. If the current equipment that is end of life is not replaced, the clinic’s ability to support patient care would be significantly impacted. Market research also included a SAM.gov, ADDS UP, and FPDS search for SiteRite ultrasound equipment for Becton Dickinson and Company distributors and suppliers that could provide the equipment procurement and trade in but could not identify any additional available sources or vendors. Market research has determined that Becton Dickinson and Company, a large business, is the sole source capable of providing the required ultrasound systems and incorporate a trade in. As a result, it is recommended to proceed with a sole-source procurement to Becton Dickinson and Company, a large business, as they are anticipated to submit a fair and reasonable quote to the government.

4. Description of market research conducted and results or statement why it was not conducted: The applicable NAICS code for this requirement is 334510, with the Small Business Administration (SBA) size standard of 1,250 employees. Additionally, a search of the SBA Dynamic Small Business Search (DSBS) database under NAICS code 334510 identified 466 Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran- Owned Small Businesses (VOSB). A review of SiteRite ultrasound searches on GSA, Revision: 02 Effective Date: 12/30/2025 Page 2 of 2 Acquisition ID#36C261-26-AP-4559

SAM.gov, ADDS UP, and FPDS did not identify available SDVOSB, VOSB, and Small Business competition. A review of awards for SiteRite ultrasound equipment showed SDVOSB and small business distributors, however market research did not identify distributors capable of incorporating the trade in of the equipment with the procurement of ultrasound equipment.

5. Contracting Officer's Certification: I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.

Victoria M. Torres

Contracting Officer
