About this file

This is an Amendment No. 0001 to Solicitation 36C26126Q1008 issued by the Department of Veterans Affairs Network Contracting Office (NCO) 21. The amendment serves solely to answer vendor questions related to the underlying solicitation and requires offerors to sign and acknowledge the amendment upon return with their quote.

The Questions and Answers document addresses 14 key inquiries from potential contractors regarding a residential healthcare services contract. Notable clarifications include: prime/subcontractor structures are not prohibited but the Government expects in-house service delivery based on historical industry practice; contractors must obtain California residential treatment licensing to provide Substance Use Disorder and Mental Health services; contractors must already operate a residential facility in Sacramento, Placer, or Yolo County at proposal submission; there is no pre-bid conference, as the Government intends award without exchanges with offerors per VAAR 852.273-74; the contract ceiling of $6,500,000 is not intended to establish a maximum daily reimbursement rate but rather provides a buffer for unit fluctuations; specific insurance and VA inspection requirements apply; and detailed submission requirements for location/facility description, staffing plans, and past performance are located in the FAR 52.212-1 addendum within the solicitation. Offerors are directed to SAM.gov for the proposal due date and to regularly monitor for amendments containing additional questions and responses.
