About this file
This document is Standard Form 30 (Amendment of Solicitation/Modification of Contract) issued by the Department of Veterans Affairs Network Contracting Office (NCO) 21. The amendment modifies solicitation 36C26126Q0839, issued on July 1, 2026, with an effective date of July 14, 2026. The solicitation addresses contracted residential services (CRS) emergency housing on Oahu for the VA Pacific Islands Health Care System Health Care for Homeless Veterans (HCHV) program. Amendment 0001 serves solely to answer vendor questions and does not extend the offer receipt deadline. Offerors are required to sign, acknowledge, and return a copy of the amendment with their quote as a condition of offer acceptance.
The Questions and Answers section addresses three vendor inquiries: (1) confirmation that this is a recompete with an incumbent contractor, with additional information available through FOIA requests; (2) clarification that while bidders need not be Oahu residents, the contractor's emergency residential program facility must be physically located on Oahu, HI per the statement of work section C; and (3) confirmation that the August 1 contract start date is firm with no flexibility for lead time, and contractors must be fully operational and capable of meeting all contract requirements by that date. The contracting officer is Emily Trinh.

Solicitation Questions and Answers
VA Pacific Islands Health Care System Health Care for Homeless Veterans (HCHV) Contracted Residential Services (CRS) Emergency Housing on Oahu
1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
There is an incumbent contractor for this requirement. For additional information, you may submit a Freedom of Information Act (FOIA) request on https://www.foia.gov/.
2. As I am not a resident of Oahu, would this preclude me from being considered for the contract?
The company’s emergency residential program must be located on Oahu, HI in accordance with statement of work section C. Please reference the statement of work for additional information.
3. The starting date for the contract is Aug 1. Would there be any flexibility for lead time to make the arrangements needed to appropriately meet all requirements?
There is no expected flexibility on the August 1 start date. Contractors are expected to be fully ready to meet all requirements of the contract by that date.
