About this file
This is a Pre-Solicitation Notice of Intent to Sole Source from the Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO) 21, on behalf of the Northern California Health Care System. The VA intends to award a sole source, Firm Fixed Price Indefinite Delivery-Indefinite Quantity (IDIQ) contract to Siemens Healthcare Diagnostics Inc. for Blood Gas Analyzer Reagents, Controls, and Supplies. The procurement is driven by the availability of warranty and service agreements exclusively through the original equipment manufacturer (OEM), although authorized distributors may supply the reagents and controls. All items must be FDA-approved for use at the Department of Veterans Affairs. The VA's Gray Market Items terms and conditions apply per VAAR 852.212-71 and VAAR 852.212-72, requiring vendors to be OEMs, authorized dealers, authorized distributors, or authorized resellers with documented proof of authorization.
The solicitation will be posted to beta.sam.gov, and all responsible sources are invited to submit capability statements, proposals, or quotations for consideration by the agency. The Government will evaluate submissions to determine whether to proceed with the sole source acquisition. Patient care and choice remain the highest priority in the VA's decision-making process. Specific response dates, award dates, and pricing details are not provided in this pre-solicitation notice; vendors should monitor beta.sam.gov for the full solicitation posting, which was scheduled for release on or after the notice date.
