About this file
This is a Justification for Single Source Award document submitted by the Department of Veterans Affairs for a service contract with an estimated value of $95,436 for one year.
The VA Central California Health Care System in Fresno requires maintenance and support services for its BD Pyxis IV Prep system and associated BD CATO software. The required services include preventive maintenance, corrective maintenance, parts replacement, software support, and server support to ensure the IV Prep system remains operational, compliant with manufacturer specifications, and capable of supporting sterile compounding workflows. The contract is valued at $95,436 annually, comprising $89,136 for CATO software support and $6,300 for IV Prep support. CareFusion Solutions, LLC—a subsidiary of Becton Dickinson (BD)—is identified as the sole source capable of providing these services. The justification notes that CareFusion is the exclusive manufacturer and authorized service provider; it does not permit or certify third-party vendors to perform maintenance, and any non-authorized service would void the system's warranty. Market research conducted under Acquisition ID 36C261-25-AP-3414 in June 2025 reviewed VetCert, SAM.gov, GSA Advantage, and FPDS records, confirming no other authorized vendors exist for BD Pyxis systems. The Contracting Officer Edward Hunter approved the purchase on April 7, 2026, in accordance with FAR 13.106-1(b) for acquisitions over the micro-purchase threshold but not exceeding the simplified acquisition threshold.

Procurement Office West, Network Contracting Office (NCO) 21, for the VeteransIntegrated Service Network (VISN) 21, VA Central California Health Care System (VACCHCS), 2615 E Clinton Ave, Fresno, CA 93703-2223.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The VA Central California Health Care System, Fresno, requires a service contract that provides preventive maintenance, corrective maintenance, parts replacement, software support, and server support for its BD IV Prep solution. These services ensure that the IV Prep system—and its integrated components such as the BD CATO software and IV Prep Gravimetric Pack—remain fully operational, compliant with manufacturer specifications, and capable of supporting sterile compounding workflows essential to safe medication preparation. Continued functionality of this system is required to maintain gravimetric accuracy, safeguard medication preparation processes, and ensure uninterrupted pharmacy operations. The estimated amount for the required services is
One (1) Year subscription - $95,436.00 (CATO $89,136 + IV Prep $6,300)
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: CareFusion Solutions, LLC—a subsidiary of Becton Dickinson (BD)—is the sole manufacturer, service provider, and authorized maintenance entity for the BD Pyxis IV Prep system and its associated software, including BD CATO. The company does not authorize or certify any third‑party vendors to perform installation, service, support, or maintenance on these systems.
Because BD retains exclusive control of all proprietary components, software code, updates, patches, and service tools, no external vendor possesses the technical data, permissions, or OEM authorization required to maintain or repair the IV Prep platform. Any maintenance or service performed by a non‑BD technician would immediately void the system’s warranty and would not be supported by CareFusion Solutions, LLC. As a result, only the manufacturer is able to provide the comprehensive maintenance, parts, software support, and system expertise required to keep the BD IV Prep solution operational and compliant with safety and performance standards, making CareFusion Solutions, LLC the only viable source for these services.

4. Description of market research conducted and results or statement why it was not conducted:
Market research for this requirement was completed under Market Research Acquisition ID 36C261-25-AP-3414, dated June 2, 2025, and included a review of VetCert, SAM.gov, GSA Advantage, and FPDS to determine whether any vendors other than the OEM could provide authorized support for the BD Pyxis IV Prep system. Although numerous vendors were listed under NAICS 541519, none were identified as authorized or certified to service, maintain, or support BD Pyxis systems. FPDS records confirmed that similar requirements—such as Contract 36C26123P0241—were previously procured directly from CareFusion Solutions, LLC, validating that the OEM has historically been the sole capable source for these services. To further verify market availability, the Government contacted BD directly, and the OEM confirmed that no third-party vendors are permitted or certified to provide installation, maintenance, or software support for BD Pyxis IV Prep or its associated components. Based on these findings, the market research concluded that CareFusion Solutions, LLC remains the only source able to meet the technical, proprietary, and support requirements of this procurement.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
