The purpose of this amendment is to provide the Questions and Answers:
1. Q: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
If not brand new, could you please provide the current / previous contract number?
A: This information is readily available on FPDS and will not be provided.
2. Q: We are preparing a bid for the aforementioned Solicitation and want to inquire if there is an incumbent contract. If so, what was the value?

3. I am concerned that the testing of the safety devices and boiler inspections combined on one contract is a conflict of interest.
I have attached a letter with points from the VA directive and National Board of Boiler and Pressure Vessel Inspectors’ Rules.
1. "VHA Directive 1810 (Boiler and Boiler Plant Operations, January 2023) and the
VHA Boiler Plant Safety Device Testing Manual, both of which require independent verification of safety devices, inspections, and calibrations to ensure full compliance with National Board standards and overall plant safety."
A: The VHA Boiler plant safety device testing manuals, clarified that independent verifications means a third party separate from the VA to do the inspections. With that being said, the pressure vessel inspector needs to be a commissioned inspector.
