About this file
This document is Amendment 0001 to Solicitation 36C26126Q0359 issued by the Department of Veterans Affairs, Network Contracting Office (NCO) 21. The amendment extends the deadline for receipt of offers from 02-12-2026 to 02-20-2026 at 12:00 PM PST and provides vendor questions and answers regarding the solicitation requirements.
The Q&A addresses qualifications, reporting requirements, examination procedures, and submission format for a psychological evaluation services contract. Key clarifications include: active licenses for psychologists/psychiatrists will be verified at the kick-off meeting; assessment reports must follow VHA Directive 0730(1) Appendix C template and be delivered to VA Employee Occupational Health Staff within at least 7 days of assessment; objective tests should be used with interviews to provide objective evidence of suitability; background information will not be provided to evaluators unless volunteered by the officer, except for Fit for Duty examinations where Human Resources will provide a written summary; and submissions must be divided into three separate parts—Part 1 (Price with signed SF1449 and price schedule), Part 2 (Technical service plan detailing compliance methods, resources, timelines, and personnel qualifications), and Part 3 (Past Performance with references to similar contracts). The technical section must include an outline of PWS compliance, detailed actions and contingency plans, personnel qualifications, and specific methodologies for psychological evaluations.

Question: For qualifications, the PWS requires licensed psychologists/psychiatrists with expertise in clinical assessments and familiarity with laws like ADA/ADAAA, USERRA, GINA, and ADEA. What documentation (e.g., CVs, licenses, references) must be provided to demonstrate compliance, and will they be reviewed pre-award?
Answer: We will need to verify active licenses and we will address at the kick-off meeting.
Question: The PWS mentions reporting on emotional instability and suitability (e.g., interpersonal skills, judgment). What is the required format and timeline for assessment reports (e.g., within how many days of the evaluation), and who receives them (e.g., VA Police Chief or
HR)?
Answer: VHA Directive 0730(1) Appendix C is a template for the recommendation report and will be provided to the VA Employee Occupational Health Staff within at least 7 days of assessment.
Question: In regard to "Directed or Special Examinations," should objective tests be used in conjunction with the interview?
Answer: Yes, if this provides the objective evidence needed to determine suitability.
Question: Are there any specific requirements/timelines for these reports?
Answer: VHA Directive 0730(1) Appendix C is a template for the recommendation report and will be provided to the VA Employee Occupational Health Staff within at least 7 days of assessment.
Question: The PWS mentions the importance of including background /historical information in the report. Will information about the candidate's background be provided to the psychologist prior to the evaluation? For example, if a candidate has a history of arrests, DUI history, recent substance use treatment, etc., will this information be made available to the psychologist?
These factors could be relevant to the evaluator's recommendation, as they relate to the candidate's impulse control, judgment/decision-making, etc. (POST dimensions)
Answer: Unfortunately no, unless the officer provides the information however, for Fit for Duty examinations - Human Resources will provide a written summary, which should include all applicable information. See VHA Directive 0730(1), Section 6, paragraph e (9) on page 10 and Appendix C when there is no background information.
Question: On page 46, the Solicitation states that the quote must be submitted in two separate parts. The Quote submission lists out three parts (e.g. Part 1 - Price, Part 2 - Technical, and Part 3 - Past Performance). Can the VA confirm that the submission should be separated in two parts? If so, should the Past Performance section be combined with Part 1 or Part 2?
Answer: Page 46 stating two parts is a typographical error should say three parts. Please submit Three Parts In summary, the submission should be divided into three parts:
Part 1: Price - which includes the signed SF1449, signed amendments (if any), and the completed price schedule.
Part 2: Technical - which includes the company's service plan to meet the performance work statement requirements, detailing specific actions the company will take.
Part 3: Past Performance - which includes references to past contracts similar in scope and value, detailing contract names, performance dates, points of contact, and brief descriptions of the serviced provided.
Question: Can the VA elaborate on what technical sections should be included or are mandatory in the Company Service Plan?
Answer: For the technical section, ensure to include:
- An outline of how the company plans to meet the requirements as specified in the Performance Work Statement.
- Detailed actions the company will take to ensure compliance, including methods, resources, and timelines.
- Information on the personnel assigned to the project, emphasizing their qualifications, relevant experience, and how they meet the credentials as outlined.
- Specific details on how the company will handle the psychological evaluations, including methodologies, tools, and procedures used.
- Any contingency plans for possible issues that may arise during the contract term.
