About this file

This is a Justification for Single Source Award document for a federal contract opportunity issued by the Department of Veterans Affairs. The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Regional Procurement Office West, Network Contracting Office 21, is procuring 2 Digital Transcutaneous Blood Gas Monitoring Systems for the Northern California Health Care System (VANCHCS) located in Mather, California. The procurement includes V-Sign Sensor VS-A/P/N units, tCOM+ Hospital USA monitors, GCX-RS Roll Stands, and tCOM+ Vesa Mounting Plates, each with a quantity of 2 units. This is a Firm-Fixed-Price Purchase Order with a total estimated value that is redacted in the document. The acquisition ID is 36C261-26-AP-1773, and the purchase request number is 612-26-1-145-0099, with an effective date of December 30, 2025.

The justification establishes that only one source—Sentec, Inc. (CAGE Code JCYVNVQZ2RX4)—can meet the government's requirement. The market research demonstrates that no other transcutaneous blood gas monitoring systems are available for sale in the United States outside of the Sentec tCOM+ Hospital USA Monitor system, and Sentec is the sole authorized distributor with no other authorized resellers. Searches of the VA National Acquisition Center, VA Supply Chain Master Catalog, GSA Advantage, Federal Procurement Data System, and commercial sources (Bing.com) confirmed no competing products. While a Radiometer America competitor product was identified, the company has discontinued its TCM4 series product line and ceased U.S. sales. The items are manufactured in Switzerland, requiring an Individual Buy American Act Waiver. The FDA has approved the Sentec system. A Sources Sought Notice (56C26126Q0289) issued on December 23, 2025, with a response due date of January 23, 2026, resulted in two interested vendors, but neither could provide the required brand name or equal products. The Contracting Officer has certified the purchase as approved in accordance with RFO 12.201-1 for awards over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The VA Northern California Health Care System (VANCHCS) has requested the procurement of 2 new Digital Transcutaneous Blood Gas Monitoring Systems. A Transcutaneous Blood Gas Monitoring System ensures proactive, real-time clinical decision-making for Veterans without the need for a more invasive Arterial Blood Gas Test.

This will be a Firm-Fixed-Price Purchase Order for the procurement of 2 Digital Transcutaneous Blood Gas Monitoring Systems.
