Pickup schedules include: weekday consolidated route (Sonora at 1400, Modesto at 1500, Stockton at 1600, drop-off at Mather at 1730); weekly Friday evening pickups from Chico, Sonora, Modesto (all at 1600), Yuba City (1620), and Yountville (1700); Saturday pickup from Martinez (0930-1000); and Sunday/after-hours pickups from Martinez as needed. Mid-week holiday adjustments require pickups the day before the holiday if it falls Tuesday through Friday. Pathology Laboratory Courier Services
1. Estimated daily and weekly pickup volumes from each originating location (Chico, Yuba City, Sonora, Modesto, Stockton, Martinez, and Yountville).
See IGCE for estimated pickups.
Weekly pickups (once every Friday evening and *evenings prior to mid-week holidays- Tuesday thru Thursday*).
-If the federal holiday lands on either Tuesday, Wednesday, or Thursday, pick up the day before the holiday and again on Friday.
-If the federal holiday is on Friday, pick up on Thursday only. (VA clinics are closed on weekends and federal holidays).
-If the federal holiday is on Monday, do no pickup on Sunday. (VA clinics are closed on weekends and federal holidays).

2. Yuba City to Mather - pickup once a week on Friday at 1600
3. Sonora to Mather - pickup once a week on Friday at 1600

2. Expected pickup windows, cutoff times, and required delivery timelines to the VA Sacramento Medical Center Laboratory.
Pick-ups are scheduled for specific times, and we expect the courier to arrive within a 5-minute window of the designated pick-up time (plus or minus 5 minutes). This guideline is important because if the courier arrives too early, the packages may not yet be ready for collection. Conversely, if the courier arrives late, the laboratory may be closed, as most pick-up locations close between 4:10 PM and 4:30 PM.
3. Requirements for temperature control, monitoring, and documentation during specimen transport.
Items to be picked up will be primarily Laboratory specimens, i.e. body fluids (blood, urine, and stool), will be prepackaged in biohazard bags with absorbent material. VANCHCS clinics will provide locking containers to ensure specimens remain at correct temperatures (room temperature, refrigerated, or frozen) during transport.
All specimens must be transported in accordance with all Department of Transportation and OSHA Codes of Federal Regulations (CFR) 49 and 29.
4. Any specific vehicle configuration, containment, or biohazard handling standards beyond those outlined in the RFQ.
Contractor’s couriers transporting lab specimens must be trained in “Universal Precautions” in the handling of biohazard materials (specimens). Training must include the use of procedures in case of biohazard spills and accidents.
The Contractor shall ensure the confidentiality of all patient information being transported and will be held liable in the event of breach of confidentiality. The Contractor shall comply with the provisions of the Federal Privacy Act of 1974 (Public Law 93-579).
5. Dispatch and communication expectations, including after-hours or emergency contact requirements.
The contractor must be a licensed courier company with a valid state license and liability insurance. All couriers responsible for transporting specimens under this contract must be bonded and equipped with cellular phones and pagers for effective communication. Any delays or instances of no-shows for pick-ups must be reported to the laboratory supervisor at the respective site. Furthermore, any delays in the delivery of specimens should be reported to the Mather Laboratory at (916) 843-5373.
Contractor is responsible for ensuring they have someone available at the times needed for pickup and delivery.
Contractor shall provide a phone number to call a dispatch or similar number for issues or delays in pickups, deliveries, or other issues.

6. I had one clarification question regarding the Friday evening pickup requirements. The pricing schedule lists multiple Friday evening routes (e.g., Chico 1600, Sonora 1600, Modesto 1600, Yuba City 1620, and Yountville 1700) with quantities that appear to reflect weekly frequency. Can you please confirm whether these Friday evening pickups are required to be performed on the same Friday each week (i.e., all of the listed Friday evening pickups occurring on the same day), or whether they occur based on demand/workload (with the stated times representing the required pickup time when that specific route is needed)?
Pickups occur once a week on Fridays from the designated sites, right before they close the lab at 4 PM (1600). The items are then dropped off at the Mather Lab in Sacramento. The Mather Lab is open on Saturdays and will run tests on the items picked up from those locations the day before (Friday).
In the event of a mid-week holiday (for example, if the holiday falls on a Tuesday), the courier must pick up specimens at 4 PM on Monday and again at 4 PM on Friday, resulting in two pickups that week. All labs are closed on federal holidays, and if items are not picked up the day before, the specimens will pass their test life and will need to be drawn from the patient again. If the holiday occurs on a Monday, there will be no pickup since the clinics are closed on weekends, except for VA Martinez.
Only VA Martinez is picked up on Saturdays once a week. Occasionally, if a Sunday pickup is needed, we will inform the vendor; however, there have only been 1 or 2 Sunday pickups at Martinez in the past two years.
8.Clarification of the correct schedule; the PWS reflects the correct schedule, the Price/Cost Schedule has been updated to reflect the correct schedule.
The Performance Work Statement (PWS) lists the weekday route as:

9. Who is the current vendor? Freedom of information Act (FOIA) request is required in order to release this information.
10. On Page 14, Yountville, Veterans Home of California is highlighted. Is this the only location that needs services? No, this is a newly added location to be serviced.
11. Do you have record of the number of pick-ups for each location, 2024 and 2025? Unfortunately, a FOIA request will be required to release this information as well.
