About this file

This Performance Work Statement (PWS) details a fire alarm system upgrade for the VA Sierra Nevada Health Care System in Reno. The project involves replacing the end-of-life Edwards EST-3 Fire Alarm System with the newer EST-4 series, which is critical for maintaining patient and staff safety. The sole-source acquisition will be performed by Western States Fire Protection (WSFP), and includes removing and replacing existing fire alarm head-end components, reprogramming proprietary software, and installing two new annunciator panels.

The Sources Sought announcement indicates the project is estimated between $250,000 and $500,000, with a response deadline of June 25, 2025. The VA is specifically seeking small business responses, with preference for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) in the NAICS code 922160 - Fire Protection. Interested contractors must be registered in the System for Award Management (SAM) and provide detailed capability information, including business size, socio-economic status, bonding capacity, teaming arrangements, and technical experience. The procurement may be set aside for small businesses based on the responses received.

Performance Work Statement (PWS)

VA SIERRA NEVADA HEALTH CARE SYSTEM

FIRE ALARM SYSTEM UPGRADE

General Information

1. GENERAL: The current Edwards EST-3 Fire Alarm System in the VA Sierra Health Care hospital is past end-of-life and is no longer supported by the manufacturer, they will have to be upgraded to the Edwards new series EST-4. If the current fire alarm systems were to fail, we would not be able to troubleshoot the system and/or find the proper materials to replace any malfunctioning components, and this would directly impact patient care safety. This contract would allow for a sole source acquisition by the only authorized local fire alarm vendor allowed to perform maintenance on our live fire alarm system (Western States Fire Protection WSFP).

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform an upgrade to the Edwards EST-3 Fire Alarms and components as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract and will communicate with the Contracting Officer Representative (COR), Contracting Officer (CO), and related stakeholders. The fire alarm upgrade consists of replacing the electronics in all existing fire panels on campus (including replacing 2 annunciator panels) and a complete reprogramming of the proprietary software. This will be a sole source acquisition by the only authorized local fire alarm vendor allowed to perform maintenance on our live fire alarm system (Western States Fire Protection, previously Delta Fire Systems).

1.2 Background: The Reno VA Medical Care center is currently operating with the Edwards EST-3 fire alarm system. The discontinuation and end-of-support of the EST-3 Fire Alarm was executed on December 23, 2023, as noted on the Edwards official support page. The EST-4 Series of fire alarm models succeeded the EST-3 series; therefore, the legacy EST-3 will no longer be available for purchase or support, making the currently operating system out of date with new technology. The lack of availability of legacy EST-3 devices and the outdated hardware and operating software of the existing software impedes critical future growth of the Reno VA Medical Facility and the safety of its patients/staff.

1.3 Objectives:

· To upgrade all Edwards EST-3 Fire alarm systems to EST-4 models.

· VA users shall be able to configure, verify, validate, train, and operate brand new systems.

· The provided hardware and software upgrade shall effectively integrate and be compatible in all aspects (form, fit, and function) with existing systems presently installed and performing, including communication with existing controller network as well as any future newly installed controller devices.

· VA personnel will be trained on any changes or new features to the operation of the system.

· Contractor shall remove and replace Existing two remote EST3 annunciators back boxes with larger size components and will ensure that the new enclosure is flush with the retaining wall.

· Contractor will have to begin submittal process by generating a letter explaining intent of only replacing fire alarm panels with as-built drawings showing EST4 replacement for review and approval.

1.4 Scope: The contractor will provide all technical support, licensing, associated labor, software/hardware and material required for completion. The new fire alarm system will need to be fully operational prior to installation and the VA shall be trained on maintenance/functionality of the new model system software. The provided hardware and software upgrade shall effectively integrate and be compatible in all aspects (form, fit, and function) with existing systems presently installed and performing, including communication with existing controllers. The C&A requirements do not apply, and that a Security Accreditation Package is not required.

Services include:

· Remove and replace the existing fire alarm head-end components with the newer version model (EST-4).

· Removal of existing fire alarm system upon confirmation of proper operation and migration of newly upgraded software. Reno facility to be trained on new software.

· Contractor shall arrange factory certified Training for pertinent VA personnel on any changes or new features to the operation of the system.

· Contractor to provide a report documenting that all the requirements of this contract are met.

· Provide functionality test and final commissioning of the system.

· Coordinating all alarm outages w/ the COR at least 21 days in advance.
