THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY.
No Solicitation is currently available.
The intent of this Sources Sought Announcement is to assist in our decision-making process for services procurement. This is not a solicitation, nor request for quotes or proposals. Through the receipt of responses, this will enable a more precise type of procurement process. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach. Any inquiries are to be made in writing by email to the point of contact, Kulvinder Brar, Contracting Officer. Responses to this notice shall be sent by email to Kulvinder.brar@va.gov by the due date and time of 07/31/2025 by 10:00 a.m. (Pacific Time).
The Contractor shall provide one (1) Software and Hardware Service Maintenance Contract to support the WaveMark Cath Lab Supply Management System located in at VA Palo Alto health Care System in Palo Alto, CA.
The anticipated need for the Health Care Systems may be significant, and the needs may change significantly over the course of the next few weeks and months. Contractors must be able to quickly identify, screen, and process employees for rapid on-boarding with the healthcare facilities identified. Contractors must be able to quickly adapt to changing needs.
Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM.
Before responding please carefully read and consider the following:
As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, “it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract.” See FAR 52.219-14 and FAR 52.219-27 available in full text at https://www.acquisition.gov/far/html/52_217_221.html
Capability Statement
The Government requests that only firms seriously interested and truly capable should send their capability information to the Contract Specialist, Kulvinder Brar by email at: Kulvinder.brar@va.gov no later than 10:00 AM Pacific Time, July 31, 2025:

(b) Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.)

(f) Ability and experience in managing similar projects. Include general information and technical background describing your firm's experience on contracts requiring similar efforts to meet the program objectives.
(g) List of Projects (Government and Commercial) that are similar in scope and size.
(h) Anticipated Teaming Arrangements (if any)
(i) GSA Contract Number if applicable.
(j) Copies of certificates/licenses as identified above under Contractor Qualifications Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point font or larger. Published literature may be any number of pages.
The Government will use this information when determining its business type decision.

VISN 21 Wavemark Service Support Statement of Work
I. BACKGROUND
WavemarkTM, a software information system manufactured by Cardinal Health, is being used for tracking supplies through catheterization labs in VISN 21. Wavemark works by scanning RFID tags that are attached to supplies and is currently deployed in VA Medical Centers in VA VISN 21. The core system is hosted at the Austin Information Technology Center with physical point-of-use workstations are deployed throughout cath labs in VISN 21.
II. SCOPE
Provide the equipment maintenance, service and professional support for the WavemarkTM systems being used in VISN 21.
III. SPECIFIC TASKS
The Contractor shall provide the following proprietary products and services:
· Equipment maintenance for cabinets and point-of-use workstations
· Software licenses
· Modules maintenance
· Interface maintenances
· Customer success consulting services
The Contractor shall provide all software, configuration, user training, and application development support to for the Wavemark systems, including:
· Servers
· Workstations
· Report Development and Trouble Shooting
· System Administrator Functions
· Super-User Functions
· Basic User Functions
· In-house Maintenance Functions
· System Software Support, Troubleshooting, and Maintenance
· All Wavemark Software updates
· System Support 24 hours /7 days per week, via telephone and e-mail.
IV. REMOTE ACCESS
The Contractor shall
· Have an existent remote access process with VISN 21 (remote access can be accomplished through CAG/Citrix or site-to-site). The Contractor is responsible for managing all accounts.
· Provide update list of all contractor employees who has access.
· Pay for the cost of background clearance for new contractor employee.
· Ensure all contract employees has up to date TMS Information Security Training
V. PERFORMANCE MONITORING
The Contractor shall provide a quarterly Activities Report, beginning 3 months after contract award. The report shall include the following details:
· All system performance issues encountered during the preceding months, the current state of the issue, and the steps taken (or to be taken) for issue resolution.
· All Site assessment visit activities, the outcome of the activity, and recommended (or required) follow up actions.
· All user training activities including a list of individuals trained with user sign off.
