About this file

This is an amendment (0001) to solicitation 36C26125Q0121 that provides answers to vendor questions about two separate RFQs for ground ambulance services issued by the VA Northern California Healthcare System. The amendment clarifies the key differences between RFQ 36C26125Q0121 and RFQ 36C26125Q0036.

RFQ 36C26125Q0121 covers the southernmost counties (Sacramento, Contra Costa, Solano, San Joaquin, Stanislaus, Alameda, San Benito, Calaveras, Tuolumne, Amador, and Merced) with a performance period of 04/01/2025 – 03/31/2027. RFQ 36C26125Q0036 covers the northernmost counties (Placer, Contra Costa, Sacramento, San Joaquin, Yolo, Stanislaus, and Shasta County) with a performance period of 01/31/2025 – 01/30/2030. The amendment emphasizes that these are separate solicitations with different price schedules that will result in separate awards. RFQ 36C26125Q0036 is currently under evaluation while RFQ 36C26125Q0121 is still open for quotes. Vendors interested in the southernmost counties must submit a new quote following the instructions in ADDENDUM 52.212-1.

A.1 36C26125Q0121 QUESTIONS AND RESPONSES

1. This RFQ overlaps our last submission. What is the difference between our last submission and this one. We would respond exactly the same way other than the Clin line doesn't have the specific TO/FROM call outs.

Provided below are the primary differences between RFQ 36C26125Q0121 and

RFQ 36C26125Q0036. Each RFQ may result in a separate award.

RFQ 36C26125Q0121 RFQ 36C26125Q0036

Area of Performance Southernmost Counties (Sacramento, Contra Costa, Solano, San Joaquin, Stanislaus, Alameda, San Benito, Calaveras, Tuolumne, Amador, and Merced)

Northernmost Counties (Placer, Contra Costa, Sacramento, San Joaquin, Yolo, Stanislaus, and Shasta County)

Period of Performance 04/01/2025 – 03/31/2027 01/31/2025 – 01/30/2030

Price Schedule Each price schedule is different.

Procurement Status Solicitation Evaluation

2. In an effort to not do rework I need to understand what happened to the last bid

(attached) as this new one overlaps?

All conforming quotes that were submitted for RFQ 36C26125Q0036 are undergoing evaluations. Once an award decision is made, a notice of award will be posted on SAM.gov.

If your company is interested and capable of providing ground ambulance services to the southernmost counties, the company will need to submit a quote that conforms to the solicitation’s submission instructions outlined within

ADDEDUM 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS for solicitation 36C26125Q0121.

Please carefully review ADDEDUM 52.212-1 INSTRUCTIONS TO OFFERORS –

COMMERCIAL ITEMS and VAAR 852.273-73 EVALUATION – HEALTH CARE

RESOURCES.

3. I see that this new RFQ 36C26125Q0121 is for 2 years and not 5 years. Does this new one override the recent RFQ (36C26125Q0036) that we submitted?

No. The primary area of performance for each RFQ is within different counties

(see below table).

Note that each RFQ will result in a separate award. Therefore, vendors interested in performing within the southernmost counties will need to submit a quote in response to 36C26125Q0121.

RFQ 36C26125Q0121 RFQ 36C26125Q0036

Area of Performance Southernmost Counties (Sacramento, Contra Costa, Solano, San Joaquin, Stanislaus, Alameda, San Benito, Calaveras, Tuolumne, Amador, and Merced)

Northernmost Counties (Placer, Contra Costa, Sacramento, San Joaquin, Yolo, Stanislaus, and Shasta County)

4. The new one looks identical to the one we just submitted with the exception of Contra

Costa and Solano Counties have been added. Is this new one for those counties only?

Or is this for all of the counties listed as a whole?

RFQ 36C26125Q0121 is primarily for services within VA Northern California

Healthcare System’s southernmost counties, which include Sacramento, Contra

Costa, Solano, San Joaquin, Stanislaus, Alameda, San Benito, Calaveras, Tuolumne, Amador, and Merced.

If your company is interested and capable of providing ground ambulance services to the southernmost counties, the company will need to submit a quote that conforms to the solicitation’s submission instructions outlined within

ADDEDUM 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS.

5. What will happen to the previous RFQ (36C26125Q0036) that we submitted? Is this now void? Or is this still being evaluated? If so, are there going to be 2 RFQ's?

All conforming quotes that were submitted for RFQ 36C26125Q0036 are undergoing evaluations. Once an award decision is made, a notice of award will be posted on SAM.gov.

There are two separate RFQs for similar services. Reference the answer to question 1 that outlines the primary differences between the two RFQs.
