About this file

This document is an amendment to a Request for Quote (RFQ) for Occupational Therapist and Physical Therapist Staffing Services for the VA Northern California Health Care System (VANCHCS). The amendment provides answers to 21 vendor questions, covering topics such as expected patient volumes, productivity expectations, staffing levels, pricing formats, and other contract details.

The RFQ seeks to award an indefinite-delivery, indefinite-quantity (IDIQ) contract to provide OT and PT services at various VANCHCS locations. The Government may issue yearly task orders based on need. Vendors are required to provide pricing for all line items, including those without pre-defined hours, in case the Government's needs change. The solicitation has a due date of September 28, 2024, and the Government does not currently anticipate extending the deadline. No details are provided on incumbent contractors.

CONTINUATION PAGES

1. How many patients will the Sacramento VAMC OT see per day? How many patients will the Martinez PT see per day?

Mather and Martinez OTs will be bookable for at least 7 hours out of an 8.5 hour day. The number of patients will depend on how many new patient and follow-up patients are scheduled in those 7 hours.

2. Is the Sacramento VAMC OT covering inpatient or outpatient? If inpatient, what units/floors will they cover?

Mather OT will be expected to cover outpatient clinics.

3. Is the Martinez PT covering inpatient or outpatient? If inpatient, what units/floors will they cover?

Martinez OT will be expected to cover outpatient clinics.

4. Are there any productivity expectations for the OT and PT? If so, what are they?

Contract Ots and PTs are expected to be bookable for no less than 7 hours out of an 8.5 hour day.

5. How many other PTs (contractor or VA employee) work at each location? How many PTAs and PT techs?

Depending on the number of vacancies, we will have no more than three full-time Physical Therapists and two full-time Occupational Therapists.

6. For positions without hours are you requesting the FBLR for each of those positions or will those be priced once the positions are activated.

Yes, please price the positions without hours in case the needs of the healthcare system change.

7. For positions that have hours assigned please confirm you want companies to price 2080 productive hours in support of this contract.

Confirming the Government would like vendors to price 2080 productive hours for the positions with assigned hours.

8. Will the Government produce an initial order followed by a series of individual Purchase Agreements (similar to a BPA) to satisfy the “as needed” support per location or will there be a single award and subsequent modifications?

The Government may award an indefinite-delivery indefinite-quantity (IDIQ) contract to the successful offeror for this solicitation. The IDIQ will allow the Government to place yearly task orders off the IDIQ contract based on need for the services.

9. Is it the Government’s expectation that offerors fill in the hours per CLIN?

No, the hours are pre-filled for the current needed positions. The offerors shall fill the pricing for ALL CLINs, including the 0-hour CLINs.

10. Is there historical data that provides estimated percentages of time the therapist personnel would spend at each location or group of locations?

The hours listed within the CLINs are the estimated hours for the Governments current need.

The contractor will be notified in time if the need is anticipated to change.

11. I do not see a CLIN assigned to the Auburn VA Clinic. Will hours be “regular, overtime” both, none, or TBD?

At this time, the VA does not offer OT or PT services at Auburn. Hours at all other sites will be regular hours.

12. Are the therapist positions supported by a current contract, and if so, would the Government please share the contract number(s) and whether there are incumbents in place?

The Government is unable to provide this information. This information can be found publicly through FPDS.gov or requested through the Freedom of Information Act.

13. If a company does not have past performance, would that remove it from being considered?

No, please see VAAR 852.273-73 EVALUATION for the evaluation criteria.

14. The QASP lists the Program Manager and other contractor personnel; since the solicitation does not have ODC or G&A, may we add those positions under either and add to our overall price?

Generally, the Government expects those costs to be factored into the quote within the line items. Please only use the provided line items to submit a quote.

15. Can the solicitation due date be extended so potential offerors can have more time to find the most suitable candidates?

The solicitation may be extended, but the Government does not expect to extend the solicitation at this time.

16. Is this the final presentation for proposal preparation?

This is indeed the final presentation for quote preparation.

17. With questions due as late as 11 Oct. do you anticipate altering the pre-solicitation document or offering an Amended version with an extension to the current due date?

The final solicitation (request for quote) can be found at SAM.gov. Although there is currently no anticipation for an extension, the Government may extend the solicitation if needed.

18. Can the government please define the acronym NSP? We assume that these lines remain unfilled.

Yes, the acronym NSP is not separately priced. The lines remain unfilled and serve as headers for the locations covered by the potential resulting contract.

19. Can the government clarify the pricing format for any named location that does not have an initial expected need? Our assumption is that we are to populate the Unit Price (rate per hour) but due to the lack of total hours listed, keep the total amount left intentionally unfilled (we will only fill total amount for the locations and quantities identified, and the hourly rate for locations without defined hours)?

Correct, the line items should be filled for all named locations in case there is a change in need and those locations are filled at a future date. The rate should be filled out, and the total amount for the 0-hour line items can be quoted at $0.00.

20. Are there any incumbents? If so, could the Government please identify them?

The Government is unable to provide this information. This information can be found publicly through FPDS.gov or requested through the Freedom of Information Act.

21. As the LCATs do not typically have prescription authority, does the DEA requirement still stand?

No, they will not be required to prescribe.
