The purpose of this amendment is:

1. Extend the solicitation due date from September 27, 2024 2:00PM PST to

October 2, 2024 2:00PM PST due to posting of Q&A that were emailed in.

2. Removing Contractor Rules of Behavior from RFP.

3. See attached for responses to questions.

There are no other changes to the terms and conditions of the solicitation.

Questions & Answers

1. Was this contract previously awarded to another company? If so, is there information regarding the previously awarded amount of payments or bid amounts?

There is no contract so none of that information can be provided.

2. Is there a separate billing I should use for the hours spent training or is that considered included in the overall price of the contract?

There cannot be an additional or separate billing. All cost should be included within the schedule of services.

3. This is a first time contract for this service?

This is a first-time contract.

4. It looks like the attachment asking for the bid for services based on CMS reimbursement rates has expected quantities. I wasn’t sure if those were the expected number of procedures or if those numbers were overestimated.

Yes the schedule of services includes CMS reimbursement rates. Those will be the expected number of procedures.

5. One of the submission requirements are the contractor rules of behavior. I looked through the statement of work and I don’t see that as an attachment or clearly worded. Is there a way you can provide that for me or tell me where I can find that?

This amendment removes this from the RFP.

6. Please confirm there are no x-ray charges requested on the pricing schedule.

There are no X-Rays included in the price schedule.

7. Referencing Section 3.1 - 3.3.4 from the 36C6124R0039-teleradiology PDF - This highlights Business hours of operation being 24/7/365. Can you confirm if this contract includes out-of-hours trauma reporting (stroke, major trauma etc) and if so, can you indicate the approximate annual volumes for trauma studies?

We will be using the teleradiology site predominantly during the daily hours of operations (0800-1600) as well as being used during the evening and weekend hours. Yes, there will be trauma, and stroke reporting. Our trauma volume is relatively low and difficult to estimate.

8. Referencing Section 4.5.1.1.4 from the 36C6124R0039-teleradiology PDF -

Please highlight if STAT Stroke studies sent to us are still of 1 hour TAT or reduced to 30 mins due to time criticality.

Stroke reporting will be 30 minutes per American College of Radiology (ACR), National Telestroke service, and Critical Values Notification guidelines.

9. Referencing Section 6.2.2 from the 36C6124R0039-teleradiology PDF - Technical Setup - To whom will be responsible for the payment of an HL7 and DICOM interface, the VA Financial Services Center or the teleradiology provider?

Contractor will be responsible for the payment. The contractor must have the ability to interface directly with the VA’s Computerized Patient Record System (CPRS) from their work site to directly transcribe interpretations into the patient record. The contractor must have computer hardware that is capable of receiving DIGITAL IMAGING AND COMMUNCATIONS IN MEDICINE (DICOM) compliant images from the VA. Please reference to:
