About this file

This document is a Single Source Justification under the Simplified Acquisition Threshold (SAT) for a firm, fixed-price contract for comprehensive boiler plant maintenance services at the Stockton VA Medical Clinic. The Department of Veterans Affairs, Network Contracting Office 21 is awarding this new one-year contract with one option year to a Service-Disabled Veteran-Owned Small Business (SDVOSB), EWA Direction, for $184,500. The VA Northern California Healthcare System does not have enough in-house engineers to handle the routine maintenance and inspections, so this short-term contract will allow time to hire a full-time engineer. The justification cites the authority at VAAR 819.7007 to award a sole source contract to a verified SDVOSB. Market research was limited to verifying the vendor's SDVOSB status and that it was not on the Excluded Parties List.
