About this file

This document is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) for the purchase of ScriptPro software, servers, and upgrades for the Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN) 21.

The VA requires the ScriptPro test systems to evaluate compatibility with the Cerner electronic health record system prior to implementation. The justification states that ScriptPro USA, Inc. is the sole manufacturer that can provide the necessary specifications, licensing, hardware compatibility, and support required by the VA. The total estimated amount is not provided. The solicitation number is 36C26124Q0729, with quotes due by 4:00pm on 6/14/2024. The VA is the contracting activity, and this is a brand name only requirement.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C261-24-AP-1907

1. Contracting Activity: Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office (NCO) 21, for Veterans Integrated Service Network (VISN) 21, 391 Taylor Road, Suite 200, Pleasant Hill, CA 94523,

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

VISN 21 uses the manufacturer ScriptPro for its outpatient dispensing system. As part of the future Cerner readiness efforts, ScriptPro Test servers must be purchased to evaluate that the system works as expected with Cerner prior to going live. VA Office of Electronic Health Record Modernization (OEHRM) procured the systems for all existing sites already. The test systems are a Nutanix Virtual Environment that hosts the multiple servers required for testing. Palo Alto VA Medical Center Campus, Menlo Park VA Campus, Stockton VA Campus, Santa Rosa VA Campuses, and Sacramento QTS Data Center were not included in the Initial contract purchase and must be added on and upgraded. Since an existing system is in place any upgrades must meet ScriptPro USA, Inc. requirements and be compatible with the existing Nutanix Virtual Environment. Estimated total amount of:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This justification is for the Brand Name as only the brand name ScriptPro USA, Inc. can provide the specifications, licenses, and hardware that meets their requirements for the test environment. The test environment is a modification, add-on, and upgrade to their regular product that they offer on the open market and is not part of their FSS contract (GSA contract #36F79719D0135). Purchase of hardware and licensing outside of ScriptPro would be cost prohibitive, as ScriptPro must provide the test systems for the Cerner testing and would have to be purchased prior to Cerner testing anyways.

ScriptPro is the sole manufacturer of the product VA needs. If VA does not purchase this equipment under the brand name ScriptPro, the VA will have a critical system that is incompatible and nonfunctional with its current system, and to include it will void the current warranty. Additionally, the current GSA contract #36F79719D0135 states the warranty is void if the Equipment or Software has been installed or modified other than as authorized in writing by ScriptPro USA Inc.

4. Description of market research conducted and results or statement why it was not conducted:

Market research indicates that only one (1) Service-Disabled Veteran Owned Small Business (SDVOSB) and ScriptPro USA, Inc one (1) Large Business may be likely the only two available that can provide all specifications, licensing, hardware compatibility, overall functionality and support required that VA needs to validate that ScriptPro systems function with Cerner. As the test system is
