About this file
This document is an amendment to a Request for Quote (RFQ) for on-call mental health evaluation services for the Department of Veterans Affairs VA Northern California Health Care System (VANCHCS).
The amendment provides responses to vendor questions, including clarification that licensed marriage and family therapists (LMFTs) certified to write 5150s in Sacramento County are acceptable, the services are for onsite (not telehealth) evaluations, and the contractor staff will work on an on-call, as-needed basis rather than a set schedule. The estimated period of performance is October 1, 2024 through September 30, 2024, with an estimated 330 on-call psychiatric assessments required annually. The RFQ does not identify any incumbent contractor. Interested vendors must be licensed to provide services in California.

CONTINUATION PAGES
1. Per this contract MFT's are not allowed, is there any flexibility on that?
Per the SME and Associate Chief of Staff, VANCHCS is willing to accept Licensed Marriage and Family Therapists (LMFTs) certified to write 5150s in Sacramento County, but not unlicensed MFTs. The Performance Work Statement (PWS) has been updated to reflect the changes – see Amendment 0001.
2. Are you looking for onsite services or telehealth services?
Onsite services only. Please see Sections 1.1 and 1.2 of the PWS for place of performance and details.
3. Section 2.7 Key Personnel states:
2.7.1 The VA Full Time Equivalency (FTE) for the services required is 0.25 VA FTE. FTE is defined by VA as a minimum of 80 hours every two weeks and does not include holidays.
Does this mean the contractor staff shall be PT employees working no more than 20 hours biweekly?
No, they would perform on-call evaluations on an as-needed basis. Please see Section 3.0 of the PWS for hours of operation. Section 3.2 has the Work Schedule, which states staff will work as needed.
4. Is this a new requirement? If not, who is the current incumbent and the contract number?
VA contract information can be found publicly on FPDS.gov or requested through the Freedom of Information Act.
5. What does 330 unit represent?
The number of estimated on-call psychiatric assessments (mental health evaluations) required in a year.
6. If the SW is on call, how long do they have time to get to the Sacramento unit?
There is no specific set amount of time stated in the PWS to get to the Sacramento unit, but please see Section 4.6.4.3 of the PWS which states: “Mather Emergency Department (ED) will contact on-call Licensed Independent Practitioner to complete a psychiatric assessment of a patient that is medically cleared in the Mather ED within 60 minutes.”
7. Can we request an extension on this RFQ?
The Government is unable to grant an extension at this time. Interested vendors will be notified if the RFQ is extended.
8. Is there a previous contract or is there an incumbent?
9. If this is a previous contract, how many mental health professionals are currently staffed?
10. Does the provider have to be based out of California or can they be based anywhere in the continental US as long as they are board certified and licensed in their specific state?
The services are for on-call onsite services; they would have to be licensed in California.
11. When is the estimated start date of this service?
Please see Section 1.3 of the PWS for estimated period of performance. Estimated start date of 10/01/2024.
