About this file
This document is an amendment to a Request for Quote (RFQ) for pressure washing services for the San Francisco Veterans Affairs Medical Center. The amendment addresses questions from vendors and extends the due date for quotes to April 17, 2024 at 4:00 PM PDT.
The key details are:
- The contract is a total small business set-aside with a period of performance from May 1, 2024 to September 30, 2024, with four monthly service periods.
- A site visit is scheduled for April 12, 2024 at 10:00 AM. Water access is available within 100 feet of the work areas.
- Vendors can use subcontractors, including veteran-owned small businesses, which will receive additional evaluation credit.
- Sodium hypochlorite can be used but must be approved by the Contracting Officer's Representative.
- The incumbent contractor is not named, as that information requires a Freedom of Information Act request.

Question and Answers- Pressure Washing Services 36C26124Q0502
A site visit will be held on Friday, 4/12/24 at 1000am. Meeting at the flagpole by building 212 (patient parking garage). POC: Evan Supinski
(414) 850-7518 ext. 26450
1. Is there a current Incumbent for this contract? If so, can we be provided the company name & award amount? Freedom of Information Act (FOIA) request is required to disclose any information on previous contract.
2. On the Price schedule for items 1 & 2 Quantity 4. Does this mean there will be 4 monthly services for the complete 2024 Contract? Yes, the Period of Performance for the first two-line items is 5/01/2024 – 9/30/2024.
3. Do you have the square footage for both buildings?
The two facilities consist of ~31 buildings with many outdoor spaces (walkways, staircases, terraces, lampposts etc.) which all require treatment throughout the year. Some areas with high foot traffic require quarterly services. An exact square footage cannot be determined.
4. Can you go into more detail about SF, Flatwork, buildings height, exterior windows, etc.? The campus has multiple walkways, staircases, and outdoor areas which require annual treatment. We do not foresee operators requiring ladders or lifts. Most areas treated will be up to the height of the first story, but certain cases may require extension poles to pressure washing equipment to reach single story roofs, overhangs, or second story areas with stains which detract from facility cleanliness.
5. I need to determine whether to have more than 2 workers, does this require renting a bucket lift to reach high places, is there water access on site and how close can we park our work trucks in relation to the work area? A bucket truck is not required for service. Water access varies throughout the facility but generally a spigot with good flow and pressure can be found within 100’ of required areas.
Generally, work trucks can be parked at the current work area, with regard to site traffic patterns.
6. I did read about eco-friendly chemicals but what are the limitations for using SH- Sodium Hypochlorite? SH can be used at the facility, but all approved chemicals must be approved by the COR, an MSDS must be submitted to the COR, and care must be taken when working around pedestrians and in landscaped areas.
7. Can a site visit be scheduled? If that isn't possible, are there photos of the areas requiring pressure washing? A site visit will be held on Friday, 4/12/24 at 1000am. Meeting at the flagpole by building 212 (patient parking garage)
8. Regarding this project are we able to use a sub for this project? Yes, evaluation credit is given for veteran owned small business involvement.
9. Question… Is their water available for contractor to use at both sites? Water access varies throughout the facility but generally a spigot with good flow and pressure can be found within 100’ of required areas.
10.Site Visit Availability: Could you kindly confirm if there will be a site visit scheduled prior to the contract award? Yes, see scheduled date above.
11.Could you kindly confirm if there will be a site visit scheduled prior to the contract award? Yes, see date/time above
12. Is there a current incumbent for this contract, and if so, could you provide their details? Freedom of Information Act (FOIA) request is required to disclose any information on previous contract.
13. I noticed that Veteran Involvement is one of the evaluation factors in one section but then removed on page 44 as a key factor. Could you clarify whether this is a mandatory requirement for bidding? This is not mandatory in to submit quotes.
Credit will be given for quoters that plan to work with a veteran owned small business.
14. I noticed this was listed as a Total Small Business Set-Aside (FAR 19.5) but in the instructions to offerors - factor 3 was for SDVOSB and VOSB set asides, Volume Three – Factor: (3) Veteran Involvement. Was the set aside listed wrong? No, the set aside is correct. This is a total small business set-aside. Can a total small business set-aside still bid if it was listed correctly? Yes, the Factor (3): Veteran Involvement give additional credit to quoters that plan to include a veteran owned small business.
15.Hi, will water be available to use at both clinics or will we need to provide our own water supply? Water access varies throughout the facility but generally a spigot with good flow and pressure can be found within 100’ of required areas.
