Questions and Answers – Answers are in bold.

"psychological assessment must comply with the requirements of 5 CFR $5 309.301". We cannot find the specific requirements. Can you direct us to the specific link?

In-person v remote. In-person is preferred but not required? –

Yes, vendors may perform the requirements of the Contract either in-person(preferable) but could be virtual/remote.

According to FAR 52.212-1 are multiple submittals permitted?

Multiple Submittals are allowed.

Annual Assessment. All receive a structured interview. If issues are identified then two psych tests are completed. If this psych testing leads to "positive response" would the individual then move into "Directed Examination" stage or are we simply telling VA of the positive response?

For those with a ‘positive response’, the vendor should utilize “indeterminate” and request a Direct/Special examination be conducted. Once we are informed from Occ Health, our Office will then work to schedule the examination.

Pricing Annual Assessment. There is indication for one price per year for Annual Assessments. Assumedly most of these assessments will only include a structured interview but some will require psych testing. Are we to price based on an expectation of a certain blended number of these Annual Assessments as Interview only and some requiring additional psych testing? If so, what is that expected number or percent of Assessments that will require Interview and psych testing?

For pricing purposes, the annual assessment is only a “face-to-face”(preferably in-person but will do remote), but our pre-employment is a psych test and interview

Annual 62 assessments (interview) – completed half in June and other half in Dec Pre-employment 30 assessments (test and interview) Fit for Duty 5 (as needed for Direct/Special – interview)

Appendix A. There is reference to Appendix A but we did not see it. –

Here are copies of the Appenidx’s (Attached) that will be used in evaluations.

Appendix A is the authorization form. Appendix B is our Evaluation Guide and Appendix C is the Recommendation Report (suitable/unsuitable/indeterminate).

PWS § 7 Telehealth Considerations - Vendors may perform the requirements of the Contract in-person (preferable) but could be virtual/remote.

PWS § 3 Qualifications – Please include a list of Key Personnel who would actively perform services asscoated with the requirement.

RFQ § E – Price: For pricing purposes, the annual assessment is only a “face-to-face”(preferably in-person but will do remote), but our pre-employment is a psych test and interview

Annual 62 assessments (interview) – completed half in June and other half in Dec Pre-employment 30 assessments (test and interview) Fit for Duty 5 (as needed for Direct/Special – interview)

RFQ § E - Past Performance: Provide up to three past performance references for which the Vendor has provided Police Psychological Assessment services in the last 24 months that are similar in scope and complexity to the Performance Work Statement (PWS).

Please note I will create an amendment, to address all questions submitted to me by vendors for open transparency.

1-Most scoring programs require a date of birth to accurately score materials according to research norms. Would an alias along with the date of birth be a sufficient protection for the privacy and security of applicants?

If not, how have other contractors completed this task?

Program Office stated that there would be no issue to use an alias with date of birth for online platforms OR the contractor can purchase the test licenses or single test administrations direct from the test publishers
