About this file

This document is an amendment to a previous combined solicitation notice from the Department of Veterans Affairs seeking fire and life safety inspection services. The solicitation is requesting quotes for the inspection of approximately 70-80 VA facilities located across multiple counties. The inspection services include a complete examination of all existing structures within 30 days of the prior annual inspection. The response deadline has been extended to November 21, 2023 at 4:00 PM Pacific Time. The amendment provides additional clarification around the scope of services and evaluation criteria. Specifically, it updates the timeline for inspections, modifies the definition of relevant past performance, and answers questions from potential offerors around inspection frequency and the types of VA facilities involved. The pricing schedule estimates the total number of individual inspections required but does not break out facility details.

I have read a "4.1 Complete inspection of existing facilities within 30 days of previous inspection. Existing master list of facilities will be provided by VA Safety Specialist". Is that for all 80 facilities? It also states there is to be a full audit every 30 days. Is that a VA requirement because the only item that needs a monthly documentation is fire extinguishers with a full inspection every 6 months.
4.1 Complete inspection of existing facilities within 30 days of the previous annual inspection date. Existing master list of facilities will be provided by VA Safety Specialist. There’s nothing in the PWS where it states that audits are to be conducted every 30 days.
1. In Evaluation Factor 2 – Past Performance, the second paragraph (bottom of p. 50) includes the following: “Relevant is defined as projects about $500,000.00 annually where the scope of the work was Fire and Life Safety Inspection services.”
The $500,000 annually is deleted. This sentence has been updated.
How many medical centers, community living centers, outpatient clinics, administrative offices (Veterans Centers), community nursing homes, licensed state nursing homes, Medical Foster Homes (MFH), board and care (Addiction Recovery Treatment Services (ARTS), Mental Health), emergency housing (homeless, Grant Per Diem (GPD) and Healthcare for Homeless Veterans (HCHV), fisher houses, Adult Day Health Care (ADHC) facilities. The solicitation documents state 70-80 facilities but the number of each is not provided.
SOW para 3.1.There are approximately 70-80 contract facilities in various counties.

Will the inspection be provided quarterly or is it a one-time job?

Please see the Estimated Quantities in “B. 2Price/Cost schedule for the number of inspections.”
