General Information

1. General: This is a service contract to replace/upgrade the Fireye combustion controllers (and all related components for this system), install, test and tune, ensuring Boilers 1 & 2 are fully functioning and operational as designed by the manufacturer for use at the VA Sierra Nevada Health Care System (VASNHCS). The contractor shall work directly with the Contracting Officer’s Representative (COR) and/or the Boiler Plant Supervisor on all matters related to this service once awarded the contract.

1.1 Description of Services: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items, and non-personal services necessary to replace/upgrade the Fireye combustion controllers (and all related components for this system), install, test and tune, ensuring Boilers 1 & 2 are fully functioning and operational as designed by the manufacturer for use at VASNHCS as defined in this Statement of Work (SOW) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: The Boiler Plant has three boilers, which are currently in operation. Recently however, we have had problems with Boiler 1 going off-line and out of operation due to issues with the combustion control card and consul card. Due to the age of the boilers at the hospital, many of the components requiring replacement are no longer manufactured. The Fireye combustion controller system for Boilers 1 & 2 will need to be replaced, to ensure continuity of steam and heating service for the hospital main campus for the upcoming 2023/2024 winter. It is of the utmost importance that repairs to Boilers 1 & 2 be made as soon as possible. Should the boilers go down, the hospital will be without steam, as the remaining boiler will not sufficiently be able to accommodate the workload for steam/heating. This would directly affect patient care and hospital operation by eliminating the ability to provide heating for domestic hot water, heating, sterilization, cooking, etc.

1.3 Objectives: To replace/upgrade the Fireye combustion controller system for Boilers 1 & 2 and to ensure the boilers are fully functioning and operational as designed by the manufacturer for use at VASNHCS before the beginning of the upcoming winter (around November/December 2023).

1.4 Scope:

1. Place of work and period of performance:

a. VASNHCS, 975 Kirman Ave, Reno, NV 89502; Boiler Plant, Bldg 8; to begin immediately upon award of contract.

b. Work will be conducted Monday through Friday (except Federal Holidays) from 7:30am to 4:00pm.

a. Boiler 1 (Model NS-B/S-36, Serial #: D-3694) and

b. Boiler 2 (Model NS-B/S-36, Serial #: D-3696)

3. References:

a. Veteran Health Administration (VHA) Directive 1810: Boilers and Boiler Plant Operations

The contractor shall comply with all current, applicable federal, state, and local laws. Evidence of insurance, licenses, and permits shall be provided to the Contracting Officer (CO) and COR before work commences.

e. The contractor shall execute a test run on the boilers to ensure all repairs/upgrades are complete and the boilers are operating as required per VA and manufacturer’s standards. If the test run fails, further diagnostics shall be conducted to determine the cause of the failure. If there are any additional repairs or needed parts that are outside the SOW, this may only occur after providing a quote for the additional repairs and after a modification to the contract.

6. Qualifications:

a. Contractor personnel shall be licensed to work on steam boilers by the State of Nevada.

b. The contractor shall be responsible for compliance and liable for penalties, fines, or natural resource damage claims that may be required or assessed by the State of Nevada, Federal, or local governments resulting from contractor performance or failure to perform during the course of this contract.

c. The government will inspect for environmental compliance at their discretion and will notify the CO and/or COR of any discrepancies found.

(C) The Contractor requests a deferment of collection on a debt previously demanded by the Contracting Officer (see 32.607-2).

(iv) If a demand for payment was previously issued for the debt, the demand for payment included in the final decision shall identify the same due date as the original demand for payment.

(v) Amounts shall be due at the earliest of the following dates:

(A) The date fixed under this contract.

(B) The date of the first written demand for payment, including any demand for payment resulting from a default termination.

(vi) The interest charge shall be computed for the actual number of calendar days involved beginning on the due date and ending on—
