About this file

This document contains an amendment to a solicitation for boiler plant service and maintenance at VA facilities in Northern California. Key details include:

  • The solicitation is being amended to extend the due date and time for submission of quotes to March 1, 2023 at 3:00pm PST. Answers are also provided to potential offerors' questions.

  • Monthly preventative maintenance and semi-annual testing is required for boilers and associated equipment at sites in Martinez and McClellan. Emergency repairs will be addressed through an IDIQ CLIN. Most parts will be provided by VA with installation billed separately.

  • The scope excludes internal magnetic particle testing of welds on deaerator tanks, as the tanks are too small to safely allow internal access. A two-hour on-site response time is required for emergency calls.

ANSWERS TO QUESTIONS

We assume that the VA staff will be performing the daily and hourly tasking, is this correct?

Yes

In the previous contract (we are the incumbent), combustion analysis was added to the monthly tasking, but it is now in the PWS as semi- and annual testing, can you please confirm frequency?

As per the recent PWS; semi- and annual testing.

Deaerator tanks are listed in the PWS, but they do not appear on the equipment list. Can you please provide the number of Deaerator tanks; the model and manufacturer of each Deaerator tank?

There is one Deaerator tank. The DA Tank is a Shipco Part Number 27600 [National Board # 189]. ‘Magnetic Particle Testing’ would require certification authority. We will require yearly cleaning of internal surfaces from the contractor. For this part of the PWS “Deaerator: Inspection and wet magnetic particle testing of welds of pressure vessel interior” we will accept… equivalent non-destructive test techniques.

Does each site have exactly 1 Deaerator (DA) Tank and 1 Condensate tank? (Smaller sites may not have 1 of each, or any.)

Mather is only site with DA tank and Condensate tank. All other sites are just hot water boilers.

The DA Tank at Mather is too small for internal inspection so the 6-year Magnetic Particle Testing would not be possible due to no access to surfaces. If it is agreed with VA that the tanks are too small, would it be acceptable that item 3 from VHA 1810 could not be completed?

Acceptable that this test can be excluded from requirements in the contract.

How will emergency repairs be funded? Will there be an IDIQ, or should a certain dollar amount be added onto each contract year (i.e. $50k), which is replenished when exhausted?

There is an available CLIN that can be used to bill off when VA agrees with proposal for related work.

Please specify if significant (over $100 value) parts or devices discovered to be bad during Monthly PM or Semi-Annual inspections will be the responsibility of the contractor to pay for? Will both the parts and labor of any bad devices be billable back to the VA?

VA will provide parts and the vendor is responsible for installation and cost for installation unless it is identified outside of the parameters of the scope.

For boilers which will require replacing gaskets after reassembly will the cost of gaskets be billable as a replacement part?

VA stocks and provides gaskets for contractor to install as needed.

The last line of table for “Contractor Performance Requirements” on page 14 states that Contractor must spend a minimum of 2 days at each plant during scheduled service maintenance calls. Could you please verify that this is intended for the more involved semi-annual visits, rather than monthly PM which will take less than 2 days at each site?

Mather site only, minimum 2 days monthly PM time allotment required.

Scope Item #3 in the PWS states: “Deaerator: Inspection and wet magnetic particle testing of welds of pressure vessel interior” This test must be performed from inside the vessel. These tanks are not large enough for an adult person to get inside the access ports. Scope item number 3 cannot be done in the manner requested, can an alternative be offered by the VANCHS?

Acceptable that this test can be excluded from requirements in the contract.

For emergency call out requirements could you verify that there is a 4-hour onsite and 2-hour acknowledgement period as there are some conflicting values elsewhere in SOW.

2 hour response time is required to be onsite to evaluate and repair.
