The purpose of this amendment is to:
a. Extend the proposal due date and time to June 15, 2022 at 10am PST.
b. Answer requests for information (RFI)s #14 through #22.
RFI #14: Progressive Lenses mentions “non-adaptable would be replaced by lined bifocals or trifocal at no charge to the VA.” A patient would be “non-adaptable” to progressive lenses based on the VA eyeglasses prescription. Since the contractor does not control the prescription (either the initial prescription or any subsequent changes) the contractor should not be held liable for the cost of non-adapt remakes. Please remove or adjust the language such that VA will cover the cost of non-adapt patients. Or provide additional clarification on the intent of this requirement.
Answer: For Veterans with “non adaptable” concerns, the “non-adaptable pair” that was made then gets returned to the contractor with a non-adapt comments listed –typically a new pair gets made to single vision either SVN or SVD. A new consult is then generated with a with a request for the remaining Rx 1 pair of glasses for either near or distance glasses. Therefore, one gets replaced at no cost to the VA, by the contractor. With non-adaption concerns, Veterans typically choose not to go with progressive nor lined bifocal. Veterans want 2 separate pair of glasses.
RFI #15: Will the government consider adding a CLIN for titanium frames? Doing so will likely create a cost savings for VA, as VA will only pay for the increased cost of titanium frames, when they are needed. If not, offerors will likely be required to build in this estimated added cost across the existing CLINs.
Answer: The pricing of the frames shall be included with the lenses with the exception of the line items under the lens only header. The Opticians don’t factor in a frame cost. We Factor in cost for lenses only in the prosthetics consult (SVN, SVD, PAL F T-28, FT-35).
RFI #16: Section 13.4 mentions an AQL of 100% for Timeliness and Accuracy of the Fabrication Billing Report and Timeliness of Quality Assurance Report (Quarterly) and Contract Utilization Report (Quarterly). Will the government consider an AQL reduction to 95% to be consistent with other VISN contracts and customary commercial practice? If not, please clarify why the VA requires perfect performance on these requirements.
Answer: Functionally 95% is no different from 100%. We will not consider a reduction to 95 %. Lowering the AQL will affect Veteran’s quality of care as well as quality of the eye wear, we are requesting (i.e., lenses popping out of frames, Veterans having broken glasses arrive to their home, Veterans receiving a different person’s glasses instead of their own, etc.).
RFI #17: Can contractors use an online customer satisfaction survey, in conjunction with the requirements of the SOW? Using multiple methods to gather customer feedback has shown to be effective on VISN eyeglasses contracts.
Answer: Yes. All Opticians recommend to all Veterans they use the on-line survey particularly to gather information regarding quality concerns during the first 3 days of receiving the glasses in the mail. Suggest the survey information be a font size big enough to read since a lot of patients are unable to see small print. In addition, a lot of our patients are not computer savvy and don’t want to bother with anything on-line.
RFI #18: Please confirm the type of bifocal that is considered the contract bifocal in the price schedule (i.e., FT-28).
Answer: FT-28.
RFI #19: Please confirm the type of trifocal that is considered the contract trifocal in the price schedule (i.e., 7x28).
Answer: 7x28.
RFI #20: The frame requirements list titanium frames with spring hinges for both men and women. Please confirm if memory metal titanium frames with flex hinges will serve as an adequate substitute for standard spring hinges. Both spring hinges and flex hinges allow the flexibility needed to meet patient needs, in accordance with VA requirements and customary commercial practice. Other recent VA solicitations have accepted this suggestion.
Answer: Memory metal titanium frames with flex hinges would be an adequate substitute for standard spring hinges.
RFI #21: Line Items 15, 16, 17, and 18, for Lens only are listed in SV, Bi-focal, Tri-focal and Progressive styles, respectively. However, each ask for a single price regardless of material ordered, glass, plastic, polycarbonate, or hi-index, although prices for these materials vary widely.
To not request different pricing for these Items based on material is a significant deficiency in the SOL for both the government and the awardee. The awardee must set a single price based on the highest material cost, so they will not sustain a loss when these items are ordered. Conversely, the government will end up paying more than they should when they order lenses made from lower priced material.

RFI #22: Hi Index is a completely different material than polycarbonate. Polycarbonate is a standard material which happens to have an index on 1.56. It is processed differently from High Index and is priced significantly less. On the other hand, the industry standard for Hi Index typically starts in the 1.60 range and goes up. The price points from 1.60, 1.67, and 1.74 vary greatly, and also limit lens styles depending on the index specified. I request the SOL be amended to identify the index of choice. Please clarify the index of choice which is different than polycarbonate.
Answer: Polycarbonate with an index of 1.56.
RFI #23: RFI #13: Does 52.225-1, Buy American—Supplies (JAN 2021) (41 U.S.C. chapter 83) apply to the solicitation? Please confirm.
Our understanding is that FAR Part 25.4 indicates that Trade Agreements do not apply to small business set asides (see FAR 25.401(a)(1). Instead, FAR 25.100(b) would apply (Buy America Act- Supplies). Additionally, recent contracts for eyeglasses in VISN 21 have incorporated the Buy America clause and excluded Trade Agreements, as we understand would be appropriate.
Answer: See revised clause 52.212-5 below (changes: 52.225-1 has been checked, 52.225-5 has been unchecked and 52.232-33 have been checked):
A.1 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (JAN 2022) (JUL 2020) (DEVIATION)
