RFI Second Round: 36C26122R0037 06242022
1) Attachment A Format and Volumes Questions
a. Attachment A Format Question – The new Attachment A does not include the cost/reportable, total cost per year for multiple years as the original Attachment A did. Would VISN 21 please update the new Attachment A to include these fields for up to 7 years so vendors are submitting pricing proposals using the same format ensuring fair competition and accurate cost analysis?
2) New Attachment A Volume Question – VISN 21 states “Refer to new Appendix A- there are no longer Chem and Immuno tabs, it is all on one tab”
a. Attachment A Volume Question – There are significant testing volume differences between the original Attachment A where Chem and IA are separated out and you must combine them for a total versus the new Attachment A which reflects all tests (Chem and IA) on one tab. For example, with VA NorCal when you combine the original Attachment A Chem and IA volumes together the total is 2.3M tests annually.
However, on the new Attachment A it is only 1.1M tests annually. Would VISN 21 please confirm the accurate test volumes so vendors can generate a cost analysis all using the same data?
ANSWER: Yes, labs have had the chance to review Attachment A again and it is attached, this is the most recent data available. The original Attachment A was created from the solicitation 5 years ago and so some of the numbers were old and the calculations were not all working correctly. Added CPRR fields for vendors to complete.
CONTEXT, below maps our thought process in asking these questions: we do not expect this to be published along with the question.
Question 1:
Context:
In Section 1.2 of the Statement of Work it shows the Types of Analyzers at each location.
VA Honolulu lists a request for Chemistry, Immunoassay and Automation on this form.
Types of Analyzers at each location:
LOCATION Chemistry Immunoassay Automation
STATION 459 PACIFIC ISLANDS
Honolulu, Hawaii 96819 X X X
In the VISN 21 Lab Chem IA_SOW Attachment B excel document, this lists the Required Chemistry and Immunoassay Equipment for each facility. This lists no automation request for VA Honolulu.

Primary Backup Primary Backup Automation Data Manager
459 Pacific Islands
(Honolulu) 1 1 1 1 0 1
Official Question 1:
There seems to be conflicting information for automation at VA Honolulu. One chart says automation, a second says no automation. Can you please clarify which chart is correct, and detail what is desired for a solution of VA Honolulu?
ANSWER: Honolulu does not need an automation line. The reason they checked this box is that they would like some automation features without a track system. A system that integrates chemistry and immunoassay into one unit would minimize manual steps such as moving samples from chem to IA instruments.
Question 2:
Context:
In Section 3.1 of the Statement of Work there is a request relative to moving equipment at Mather:
Mather: New laboratory will be renovated during the life of this contract and the initial installation of instrumentation will need to be moved to a temporary location, and then to a final location (and revalidated). All bids should include the costs for the moves for moving the equipment at Mather to a temporary location, and then to a final location. In the question and answers you supplied some clarification:
Question 2:
Section 3.1 states that VA Mather will need to move twice, We interpret the question, and the clarification as:
1. Installation of full solution in current location
2. Move installation to swing space as is
3. Move installation to final space
Is this a correct interpretation of all of the information?
ANSWER: Correct.
2.3 Chemistry Instrumentation:
3 Closed Tube Sampling Capability. De-capping or close-tube sampling capability. The system must have access to cap-piercing or pre-analytical de-capping, and automated recapping of sample tubes for storage if required by the facilities.
Question: Is this a general requirement for all instruments or just for those connected to the automation line?
ANSWER: Preferred for all instruments.
2.4 Immunoassay Instrumentation
22. State carryover claim and design solutions to mitigate carryover.
Question: What specific claim details would meet this requirement?
ANSWER: There is no specific claim, it is just required that the carryover characteristics are provided to ascertain the value.
Question: Can we have a copy of the actual CAD drawings for each lab?
ANSWER: Engineering floorplans have been made available in Adobe. If specific plans were not provided, then they are not available. CAD drawings are not available. Provide your response(s) on the pdf document(s) provided. This procurement does not involve construction; only to identify where equipment might go and whether or not electrical and plumbing is/are nearby.
Question
Are the answers in the Q & A document provided in the RFP still the same or are there any changes, specifically the automation options around Hawaii?
ANSWER: See above question.
Where do the vendors fill out pricing?
Should the "SCHEDULE" document or "Draft+V21+Lab+Chem+IA_SOW+Attachment+A+-
+Volume+Estimates+and+Individual+Test+Pricing_04142022" document be used?
Can each vendor use their own format? Please see attached example "VISN 21 Price File Sample".
ANSWER: Attached.
Are Vitamin D 1,25 & Sirolimus required, or value add?
ANSWER: Required.
Is it still expected for the sites not getting automation to be provided with a stand-alone benchtop decapper and recapper system?
ANSWER: Required.
Can you share with us the operating hours for each location?
