The purpose of this amendment is to provide responses to request for information (RFI) and to extend the offer due date to April 26, 2021 at 3:00 PM Pacific Time.

All other terms and conditions shall remain unchanged.

RFI 1 - Page 7, section D.3 states “Remove cab frame and cab in hoistway.” To do this, we would also need to replace the hoistway rails. This would add a significant amount of time and associated cost to this project, as it far exceeds to original intent of the scope of work. Upon inspection of the cab frame and cab, both are still in good shape and can be retained. Retaining the cab and cab frame would also be more cost effective for the VA. Would the VA consider allowing the contractor to retain these components?

Answer 1 - Remove cab and frame per SOW then replace the hoistway rails.

RFI 2 - Drawing A-401 states that contractors must use Diamalite vivispectra Spectrum Light weight glass with custom image interlayer for the wall panels which are proprietary materials. However, Specification’s document PAD B100 B101 States “Wall panels: Forms & Surfaces LEVELe-106 Elevator Interiors, or equal.” Please confirm that an equivalent, nonproprietary wall panel material can be used in place of Diamalite vivispectra. – Answer 2 - An equivalent product that match the performance and look as described in the salient characteristics is fine.

RFI 3 - Drawing A-401 shows a side mounted COP. However, this does not match the current cab layout for the elevators. We believe this is an error. Please confirm that the current elevator layouts will be retained. – Answer 3 - Not sure what is the COP you refer to? Please advise.

RFI 4 - Specifications Page 9, Section F: Scope of Work States, “One elevator shall be performed to government turnover prior to beginning the next to avoid negative impact to the facility and patient operations.” This section also defines the schedule for this project as 410 days from NTP. 410 days is not enough time to successfully complete each modernization consecutively. Performing multiple modernizations simultaneously within the separate banks of elevators would greatly cut down on the overall timeline. If performing just one elevator modernization at a time, we would like to propose the alternate schedule below for the VA’s consideration:

Answer 4 - I would change this to 800 days just to be on the safe side.

Submittals: 60 days Approval for Submittal: 14 days Material Lead Time: 130 days Construction of six cars: 480 days (80 days per car) Final Inspections: 7 days Turnover: 7 days Total: 698 days

RFI 5 - Page 11 of the solicitation section G: Pre-test/Tests/Turnover Acceptance of Work States “The one year warranty shall commence after final inspection, completion of performance test and upon full acceptance of the installation and run concurrent with the guarantee period of service” Due to the interconnectivity of elevators within the same bank, it is industry standard that the modernization company take over responsibility for maintenance and repairs on all elevators within the same bank as soon as the first car is removed from services. Please confirm that the awarded contractor will be responsible for the interim maintenance for the duration of the entire modernization of each respective bank of elevators, and full warranty service of one year from the date of turnover to the facility of the final elevator in each bank.

Answer 5 - I agree. The contractor will take over responsibility for maintenance and repairs on all elevators within the same bank as soon as the first car is removed from services. I agree. The awarded contractor will be responsible for the interim maintenance for the duration of the entire modernization of each respective bank of elevators, and full warranty service of one year from the date of turnover to the facility of the final elevator in each bank.
