About this file
This document is an amendment to a solicitation for special mode ground transportation services. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 is seeking to award indefinite delivery/indefinite quantity contracts for non-emergency transportation of patients and staff between VA medical facilities and other locations. The amendment provides responses to questions submitted by offerors to clarify requirements. It indicates that task orders will likely be awarded to a primary service provider receiving the majority of trips and secondary providers for overflow work. Historically, 40-60% of trips have been 10 miles or less. Offerors must submit proposals by email to the contracting officer by the amended deadline.
The amendment clarifies that the base rate in the pricing table refers to a one-way trip rate, updates a contact email, and confirms all other solicitation terms remain the same. Offerors are directed to the performance work statement and pricing documents for full details on trip requirements, pricing terms, and submission instructions.

Mark Bultman Contracting Officer Questions and Responses regarding RFP #36C26121R0007:
Special Mode Ground Transportation
1. Q: How the trips are going to be split up if there are multiple awards for the contracts. Will there be territories or zones?
R: See section 31 of the PWS (Task Orders);
“The Contracting Officer may choose to award the bulk of task orders based on price only. This would likely result in one awardee receiving the vast majority of the transportation services (primary service provider) for the duration of the task order(s) and any other awardees only receiving work if the low-priced awardee cannot perform or is no longer eligible for task orders (secondary providers).
2. Q: Relative to the Estimated Quantity of Trips per Month on the Pricing Table, is “Per Trip” under units column considered One Way or Round Trip?
R: See section 2 of the PWS (Contract Definitions/Acronyms and Terms);
“Base Rate – Base Rate is defined as the rate paid for one-way transportation from a designated pick-up point to a designated delivery point. This rate shall be paid for all authorized one-way trips ordered under this contract action, with employees (included in Section Contract Documents, Exhibits, or Attachments) during all phases of the trip made on behalf of the Government. The attached Service Contract Act wage determination shall be updated for each option when/if new revisions are issued. The Base Rate shall constitute full compensation for one-way trips as shown in the Price and Cost Schedule for the medical facility.”
3. Q: Historically, what percentage of trips are 10 miles or less?
R: Historically, approximately 40%-60% of the requirements are below 10 miles, however vendor’s must base their costs on what is requested not anticipated.
4. Q: On page 84, Section E.2 of the RFP under Submission instructions its states, ” Contractors must email their proposal to Parvinder Brar at Jason.hill@va.gov.” Should email Parvinder Brar or Jason Hill.
R: Contractors should email their proposals to Jason Hill at jason.hill@va.gov .
