About this file
This document provides an amendment to a request for quotation for medical courier services. The amendment extends the solicitation response deadline to September 9, 2021 at 2:00 PM PST. It also provides answers to 15 questions from potential vendors to clarify requirements. The services required include transportation of specimens, medical instruments, and supplies between VA medical facilities within the San Francisco area. Responses must include details on vehicles, equipment, and staffing to be utilized, with evidence of capability to obtain these resources upon award. Pricing terms involve completion of a price schedule form included with the solicitation. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 is the contracting agency.

5. Q: How many drivers are currently being used?
A: Only information related to this RFQ will be provided.
6. Q: Are company vehicles required or can employee cars be used?
A: Resources employed must meet the criteria described within the PWS. Any resources dedicated to the service of this requirement must be described as stated in the Instructions to
Offerors Volume One – Resources.
7. Q: What type of vehicle is required to transport labs, supplies and materials?
A: Each contractor should analyze the performance requirements and provide technical approaches, capabilities and allocation of resources based on their assessments. Responses will be assessed based on the overall approach to providing services and how well the approach meets the Government’s needs with regards to ensuring satisfactory or better performance.
8. Q: Will pharmaceuticals/prescriptions be transported?
A: There is no requirement to transport pharmaceuticals or prescriptions. As stated in the
PWS this requirement is for transporting specimens, medical instruments, and supplies.
9. Q: Will the VA personnel pack and secure soiled items in clean biohazard labeled containers prior to being picked up?

A: Contractor should maintain transportation and quality control records in accordance with the PWS.
12. Q: Would a vehicle with cloth interior but a protective cover over the cloth be technically acceptable?
A: As long as no cloth surfaces are visible and no cloth surfaces are surrounding any designated areas within the vehicle that house bins and or containers, the contractor would be in compliance with PWS Section B.1.
13. Q: On page 49 reads ‘Resources: Do not describe vehicles/equipment/supplies/staffing that will not actually be used in performing on this contract.’ However, it is common practice for small businesses that the drivers, cars and other equipment used for a contract are not sourced until after an award has been made, for cost effectiveness and to reduce loss. We have examples of the cars and our employee badges, etc. Do you want us to omit this standard information since it may or may NOT be what will end up being used for performance?
A: Further in that same paragraph it states the following:
“If you do not currently have vehicles/equipment/staff but plan to purchase vehicles and obtain staff upon award, you must provide a detailed list of what vehicles (make, model, year) you plan to purchase and submit evidence of capability to purchase upon award (Bill of Sale, commitment letters, lines of credit). The list must also depict the quantity of types of vehicles you will obtain upon award. Your response must also include how you intend to obtain and mobilize these vehicles by the effective date of the contract. Please include a staffing plan that insures employees will have proper training and any necessary licenses by the contract start date.”
14. Q: Regarding Volume Three (3) Pricing; Do you want us to submit the Pricing Proposal (pages 4 to 8) separately from the originally RFQ document? If so, should we include a Cover page with the offeror’s information?
A: Yes, in accordance with the instructions Volume 3 pricing response should be a separate volume from Volumes 1,2 and 4 responses.
15. Q: Regarding evaluation factors for the price Volume: we usually like to provide a “Pricing realism” COST break-down, to include SCA minimum per year, the number of drivers, hours and miles that are estimated to be required for performance, and other costs. Is it acceptable that we forward this Pricing Realism chart with our Price response?
A: Additional pricing information can be submitted along with completed Price
Schedule.
