Mark Mikus Contract Officer Question and Answers
Question 1:
Could you please provide the quantities and model numbers of the batteries that are to be replaced for the UPS Systems?
Answer 1:
Each UPS has a 40 battery string. Currently they have Data Safe 12HX505-FR batteries installed Question 2:
On page 7 & 8 it is stated:
“The hospital performs a functional test of Level 1 stored emergency power supply systems (SEPSS) on a monthly basis and performs a test of Level 2 SEPSS on a quarterly basis. Test duration is for five minutes or as specified for its class (whichever is less). The hospital performs an annual test at full load for 60% of the full duration of its class. The test results and completion dates are documented” Answer 2:
VA electricians perform Monthly visual Inspections, and Quarterly inspection/testing. Contractor shall perform the Semi-Annual and Annual Inspection/testing: The hospital performs a functional test of Level 1 stored emergency power supply systems (SEPSS) on a monthly basis and performs a test of Level 2 SEPSS on a quarterly basis. Test duration is for five minutes or as specified for its class (whichever is less). The hospital performs an annual test at full load for 60% of the full duration of its class. The test results and completion dates are documented.
Note 1: Non–SEPSS battery backup emergency power systems that the hospital has determined to be critical for operations during a power failure (for example, laboratory equipment or electronic medical records) should be properly tested and maintained in accordance with manufacturers' recommendations.
Note 2: Level 1 SEPSS are intended to automatically supply illumination or power to critical areas and equipment essential for safety to human life. Included are systems that supply emergency power for such functions as illumination for safe exiting, ventilation where it is essential to maintain life, fire detection and alarm systems, public safety communications systems, and processes where the current interruption would produce serious life safety or health hazards to patients, the public, or staff.
Note 3: Class defines the minimum time for which the SEPSS is designed to operate at its rated load without being recharged.
Note 4: For additional guidance on operational inspection and testing, see NFPA 111-2010: 8.4.
Question 3:
Is this test to be performed by employees of the hospital or are you asking the contractor to perform this test and include it in their cost?
