Question 1 - Page Count – My understanding is that Factor 1 maximum page count is 10 and Factor 2 maximum page count is 10. This is noted on the page 9 of the referenced document under sub section Phase I Submission Requirements, Item (b). However, page 11 of the same document under section Phase I Submission Requirement, first paragraph states that Factors 1 and 3 are to not exceed 10 pages each. Can I assume that this later reference of Factor 3 is error and it was meant to read Factor 2?

Response 1 - Correct, factors 1 and 2 have page limitation. Factor 3, Past Performance, has no page limitation.

Question 2 - Electronic document file format - My understanding is that the Technical Proposal shall be submitted as an electronica file with the PDF file format as noted on page 11 of the referenced document under section Phase I Submission Requirement, first paragraph. However, as noted on the page 9 of the referenced document under sub section Phase I Submission Requirements, Item (b).it is said that Technical Proposals shall be compatible with Microsoft Office 2010 Microsoft Word. It is not clear to me if PDF file format can be opened by 2010 Microsoft Word program. Please clarify which electronic file format shall be used for Technical Proposal submittal.

Response 2 - Either PDF or Microsoft can be utilized for the technical proposal.

Question 3 - Method of proposal submittal - My understanding is that the Technical Proposal shall be submitted electronically as noted on page 11 of the referenced document under section Phase I Submission Requirement, first paragraph. It is also my understanding that this electronic submittal shall be via email messaging to your email address by 10am Pacific time on July 9, 2020 as noted on the page 1 of the referenced document under Response Date/Time Zone form field. However, on the page 3 of the referenced document under section 13 Additional Solicitation Requirements, it is stipulated that “ .. offers in original and 3 copies to perform … “ are to be submitted by 1 pm local time of July 9,2020 to the address under Item 8 where Item 8 makes reference to page 7 of the offer instructions. To my understanding the only page 7 is the document page 7 which is a page in Table of Contents. Please clarify if Technical Proposal shall be submitted as a electronica file in PDF file format via email massaging to your email address on July 9, 2020 by 10am.

Response 3 – The date has been extended in this amendment to July 14, 2020. Send one electronic copy of the technical proposal to charee.harris@va.gov and three hard copies shall be mailed/sent to VA Palo Alto Healthcare System, Office of Facility and Planning Development, Attn: Kevin Caho, 3801 Miranda Avenue, Palo Alto, CA 94304.

Question 4 - Page 11 of the referenced document under section Phase I Submission Requirement, last paragraph requires that the past Performance Questionnaire is also submitted according to the information found in Block 13 of the SF 1442. Please confirm if the Questionnaire shall be submitted via email massaging to your email address on July 9, 2020 by 10am.

Response 4 – Past performance questionnaires shall be sent electronically to charee.harris@va.gov by the new deadline date and time of July 14, 2020 at 3:00 PM Pacific Time.
