The purpose of this Amendment 0003 is as follows:

1. Revise the method by which proposals shall be submitted for this project to email only. Email your proposal to angela.oppenheimer@va.gov by the required due date and time. A physical express-mailed hard copy of the proposal/bid bond is no longer required.

2. Revise the period of performance from 300 calendar days from NTP to 400 calendar days from

NTP, with 70 calendar days for design and submittals, 120 calendar days for manufacturing/shipping, and 210 calendar days for construction.

3. Provide responses to RFIs submitted for this project. They are as follows:

Question # 1:

The solicitation states “Period of performance will be 300 days from NTP with 120 days for design and submittals, 120 days for manufacturing/shipping, and 60 days for construction.”

60 days for construction on three elevators is not enough time to complete this modernization safely and successfully. This work will require approximately 8 to 10 weeks or 70 days for the construction of each car (210 days for all three) for successful completion.

We would like to propose this revised Period of Performance:

“Period of performance will be 400 days from NTP with 70 days for design and submittals, 120 days for manufacturing/shipping, and 210 days for construction.”

VA Response:

The proposed revised period of performance is acceptable and is incorporated into the solicitation via this amendment: Period of performance is now 400 calendar days from NTP with 70 calendar days for design and submittals, 120 calendar days for manufacturing/shipping, and 210 calendar days for construction.”

Question # 2:

Section E under PROPOSAL VOLUME CONTENTS calls for a dedicated superintendent who will perform no other role. In the elevator industry, it is not common or needed for a separate superintendent to be onsite. Typically, the lead mechanic on the job fills this position. Will the VA consider allowing the lead technician to fill this role?

VA Response:

No, the General Contractor needs to provide a dedicated superintendent for this project.

Question # 3:

The solicitation requests three past performances with a value between $1 and $2 Million. However, elevator work is a life-safety trade and should be performed and overseen by NEIEP trained and certified mechanics and companies with a dedicated focus on elevators. For this reason, [we] believe a company’s experience with jobs of similar magnitude is less valuable than their experience modernizing similar types of equipment in similar facilities.

Each individual modernization is its own unique job and should be treated as such. Price, in this instance, is only driven by the number of elevators and not by the complexity of the work. In the elevator industry it is highly uncommon for small businesses to have performed jobs valued at $1

Million or higher. However, if an elevator company has proven their ability to perform one complex modernization, they will also be able to provide 2 more in succession. We would like to request that

VA consider evaluating past performance on complexity of the work rather than value of the work.

The solicitation requirement remains as stated and does not change.

Question # 4:

Page 8 of the solicitation, under section CAR OPERATION, states that the contractor must “verify existing standby power equipment, update operation by code if needed.”

Does this refer to updating the elevator standby power operation only, or updating the building’s standby power system, or both?

It refers to updating the Elevator Standby Power only.

Question # 5:

Page 10 of the solicitation, under the section HOISTWAY ENTRANCE, requires refinishing of frames and door panels. Can the VA provide us with the complete design specifications for the elevators to be modernized? Accurate design specifications will help us to quote this project more accurately since types of finishes and other design aspects can substantially affect pricing.

All three (3) elevators have stainless steel doors and frames. With the amount of heavy use, they are still in relatively good condition with some scratches and scuff marks. Refinishing the stainless-steel surfaces is needed for the elevator doors and frames.

Question # 6:

Page 10 of the solicitation, under the section HOISTWAY ENTRANCE and also under CAR

EQUIPMENT, requires the replacement of door tracks. This type of work is costly, lengthy, and usually not necessary. Door tracks are typically solid metal and not subject to damage through normal wear and tear. We recommend retaining the hoistway and car door tracks.

Replacement of door tracks and hoist way is required.

Question # 7:

Page 10 of the solicitation, under the section CAR EQUIPMENT, requires the installation of a new

Firefighters control panel. Does the VA currently have a Firefighters control panel that our team will be replacing? If so, does this panel include emergency power/standby power selection and operation as well?

VA does not currently have a firefighter’s control panel.

Question # 8:

Page 10 of the solicitation, under the section CAR ENCLOSURE, states “Retain existing and install new interior panels. Install new ceiling, lighting floor finish, sills, front return panel transom, base, vent, suspended ceiling, and handrail per VA Interior Design specifications.”

Ceilings are mentioned twice in this sentence, so to clarify, does the VA want contractors to retain the structural cab walls and ceiling and just replace the interior drop ceiling?

Page 11 of the solicitation, under the section ELECTRICAL WORK-RELATED ITEMS, requires contractors to “Provide new individual static IP locations to provide communication for Elevator

Phones.

Can the VA clarify whether they would like us to update the building internet structure to provide a static IP address for the elevator phones, or just provide elevator phones that can work with a static IP address?

If the VA’s building internet structure needs to be updated to accommodate this, will this need to be included in this project, or will this upgrade be handled by the VA?

VA will provide an IP address, but contractor is responsible for programming the IP to elevator phone line.

Question # 10:

Please clarify which elevators are currently on emergency power. We were only able to identify the

ATS as serving the service elevator. If all three elevators in the scope of work are not currently on emergency power, please clarify if the generator will need to be upgraded, if the ATS will need to be upgraded, and if the VA will do this, or if that work will be part of this solicitation.

VA response:

We cannot respond to this question because it is not clear which item is in scope of work mentions about this work.

Question # 11:

Page 11 of the solicitation, under the section ELECTRICAL WORK-RELATED ITEMS, requires the installation of new LED lighting for machine rooms and pits/hoistways. Can the VA clarify very specifically where, within the hoistway, this LED lighting is required if this is other than at code required/specified locations?

Lighting to be installed at locations to be in compliance with code. Could be verified on site at the time of installation.

Question # 12:

Page 10 of the solicitation states “Retain frames and passenger door panels and refinish per VA Interior

Design specifications, requests. Including asbestos abatement at where applicable.”

Asbestos Abatement requires licensing and certification that elevator companies typically do not have.

Will the VA consider removing this requirement from the Statement of Work?

No, it will remain the responsibility of the General Contractor.

Question # 13:

There are three (3) separate elevator related documents within the bid documents: 36C26120R0024, 14

21 00 Traction Elevators, PG 18 10 Elevator Design Manual. Please confirm that section C of

36C26120R0024 is in fact the scope of work for the project and that 14 21 00 Traction elevators is intended to describe the equipment indicated in the scope of work of 36C26120R0024.

Question # 14:

14 21 00 Traction Elevators, 2.17 TRACTION HOIST MACHINE

A. Provide gearless traction machine with an AC motor, brake, drive sheave, and deflector sheave mounted in proper alignment on an isolated bedplate.

These to statements are in conflict, please clarify which is to be followed.

Question # 15:

36C26120R0024 Section B “supplies or services and price/cost”, Item 0002 – States: Modernize elevators per VA approved submittals within 300 days after NTP.

Please define if these are 300 calendar days or 300 working days of the elevator trade.

A new period of performance in calendar days is being incorporated via this amendment as follows:

Period of performance will be 400 calendar days from NTP with 70 calendar days for design and submittals, 120 calendar days for manufacturing/shipping, and 210 calendar days for construction.

Question # 16:

36C26120R0024 Section C Scope of work – Paragraph 1 States: Period of performance will be 300 days from NTP with 120 days for design and submittals, 120 days for manufacturing/shipping, and 60 days for construction.

Paragraph 2 States – One Elevator shall be performed to government turn over prior to beginning the next to avoid negative impact to facility and patient operations.

The 60 days allocated for construction is enough to do a single elevator in that time period. Will you allow 180 working days to do all 3 elevators.
