The evaluation panel for the Government may evaluate solely on the information provided in the initial proposal and will not assume that an offeror possesses any capability that is not specifically identified in the proposal.
(e) Only one technical proposal will be evaluated for each offeror. Alternate methods of accomplishing the work required by this solicitation will not be evaluated.
Please Note: Missing, incomplete, or ambiguous information could result in an offer deemed deficient. The Government may NOT make an Award to a Deficient Offer; In addition, there may not be an opportunity to remedy deficiency if Government deems to make award without discussions.” The evaluation factors for Phase I are listed below. It is intended that technical proposals be evaluated and three (3) offers may be invited to participate in Phase II of this acquisition. Only the most highly qualified offers as determined by the VA will be selected to submit Phase II proposals.

b. Definitions:
Size is defined as any project over $1,000,000.00 Complexity is defined as a design build project that includes several specialty trades and some engineering.
Scope is defined as a design project for medical exam and office space.
1) Factor 1: Corporate Specialized Experience: Provide information on relevant and recent experience on design-build contracts of comparable size, complexity and scope within the last three years as described in the sub-factors. Include for each sub-factor this information:
· Project title, location and brief description.
· Project owner/client and name and telephone number of owner’s contact person.
· Project Statistics including start and completion dates (original vs. actual) for design and construction;
· Project cost (with brief explanation of what is included in the cost).
· Project Team; A/E Firm and General Contractor that participated on the project
a) Sub-Factor 1A -- Provide a minimum of one example project demonstrating the experience and capability of the lead Architect-Engineer firm that will be designing the project.

The Offeror also shall have Past Performance Questionnaire & Forms completed for all projects listed in the technical proposal under this evaluation criterion. The response to this factor will be evaluated as to its relevance and similarity to work under this project. The Government may contact the offeror’s references for information and may review performance ratings on file for prior Government projects the offeror has performed. Past performance information obtained from sources other than those identified by the offeror may be used. All relevant facts and circumstances gathered from information from the offeror’s listed references and other sources of information available to the Government (e.g., Contractor Performance Assessment Reporting System (CPARS)/Past Performance Information Retrieval System [PPIRS]) will be used to evaluate the offeror’s overall past performance and quality of performance. If an offeror has not commented on negative past performance evaluations obtained by the Source Selection Evaluation Board, the offeror may be given the opportunity to clarify and/or mitigate adverse past performance during “exchanges” (clarifications, communications, or discussions) after receipt of proposals (FAR 15.306). If discussions are required, and past performance issues remain, these issues will be addressed during discussions.
Offerors who do not have relevant past performance will receive a neutral rating (neither favorable nor unfavorable) (FAR 15.305)(a)(iv).

PHASE I EVALUATION PROCESS/METHODOLOGY
Each Proposal will receive an overall assessment of technical merit using the following ratings with the below definitions.
Evaluation Rating Standard for Factor 1 - Corporate Specialized Experience, Factor 2 - Technical Approach – Design Build Narrative, and Factor 3 Capabilities All three Factors have equal weight in the evaluation process.
Rating
Standard
Exceptional
An exceptional proposal contains significant strengths and no weaknesses. The proposal exceeds the performance and technical capability requirements defined in the SOW. The evaluator has no doubt that the Offeror can successfully achieve the requirements in the SOW if the technical approach proposed is followed. The Offeror acknowledges risks and develops an approach that proactively identifies and mitigates risks, and looks to reduce or eliminate future risks.
Good
A good proposal contains significant strengths, and only a few minor weaknesses. The Offeror’s proposal meets the performance and technical capability requirements as defined in the SOW. The evaluator has a high degree of confidence that the Offeror can successfully achieve the requirements in the SOW if the technical approach proposed is followed. The Offeror acknowledges technical or schedule risk and develops an approach capable of mitigating all apparent risks effectively.
Acceptable
An acceptable proposal contains strengths that outweigh any existing weaknesses. The Offeror’s proposal meets the performance and technical capability requirements defined in the SOW. The evaluator is confident that the Offeror can successfully achieve the requirements in the SOW if the technical approach proposed is followed.
Marginal
The proposal meets the bare minimum performance and technical capability requirements defined in the SOW and at the same time have multiple weaknesses. The evaluator is not confident that the Offeror can successfully complete the required tasking without significant Government oversight or participation. The proposal either fails to address risks or the proposed risk mitigation approach is not deemed to be sufficient to manage the risk.
Unacceptable
An unacceptable proposal that contains one or more weaknesses and deficiencies. Proposal fails to meet specified minimum performance and technical capability requirements defined in the SOW. The evaluator is confident that the Offeror will be unable to successfully complete the required tasking. The proposal does not adequately acknowledge or address risk, mitigate risk, or may actually introduce risk.
Evaluation Scale for Factor 3 – Past Performance – Customer Satisfaction
Rating
Standard
Low Risk
Offeror’s past performance record provides essentially little doubt that the Offeror will successfully perform the required effort.
Moderate Risk
Offeror’s past performance record provides some doubt that the Offeror will successfully perform the required effort.
High Risk
Offeror’s past performance record provides substantial doubt that the Offeror will successfully perform the required effort.
Unknown Risk
Offeror has no relevant performance record on contracts of similar scope, size or complexity.
Each proposal will receive an overall assessment of its technical and past performance merits using the following ratings with the below definitions.
Standard Definitions
Rating
Standard
Strength
A strong attribute or quality of particular worth or utility; an inherent asset. Note: Simple adherence to the requirements or ability to meet a requirement is compliance but should not be listed as strength.
Weakness
A flaw in the proposal that increases the risk of unsuccessful contract performance
Deficiency
A material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.
Debriefings of unsuccessful firms will be held after final selection has taken place and will be conducted, to the extent practicable, in accordance with 15.503, 15.506(b) through (f), 15.507(c), and 15.506(d)(2) through (d)(5).
