The VA will provide transport bins.
2. How many specimen containers are transported on average between each pickup location?
On average 1-2 sealed Lab coolers will be picked up / delivered by couriers per location.
3. How many SPS containers are transported on average between each pickup location?
On average 5-10 SPS Containers will be picked up / delivered by couriers per location.
4. What is the average size of each SPS container? Estimated weight?
SPS containers are 12” wide x 24” long x 10” high and weigh approximately 35 pounds
5. Is the contractor responsible for transporting SPS covered carts?
The contractor will have no responsibility or handling of any covered carts.
6. Is there a specific cart required by the couriers to use when transporting SPS through the facilities?
Currently, hand trucks have been used to transport SPS through the facilities because the biohazardous red bins are contained inside large (dual-flap top) RED transport bins, which would be ready to load into the transport vehicle.
7. Is on-call/STAT service needed under this contract? If so, what are the locations and/or what is the service area radius? How many STAT trips on average are needed per month and location?
There are no STAT services needed.
8. Please confirm that the driver has no involvement in the VA SPS decontamination process.
Drivers have no responsibility in the decontamination process.
9. Pg. 16 section 2.1.5 National Provider Identifier: “the contractor shall have or obtain appropriate NPI and if pertinent the taxonomy code.” Is this obtained through the VHA or is it up to the contractor to find a provider outside of the VHA?
Contractor is wholly responsible for obtaining requisite licenses, identifiers and codes.
10. Pg. 20 section 4.4.6.2 – can you clarify “The design and material used in the construction of transport vehicles needs to allow for appropriate decontamination processes.” Does that mean the full interior needs to be wiped down/no cloth seats etc.?
SPS vehicle is not to have cloth seats, carpet, or a cloth ceiling liner (Any designated area within the vehicle that houses the bins must be a wipeable surface with an approved cleaning solution)
11. Does the VA provide sterilization wipes for the interior of the vehicles or is that the contractors responsibility?

If utilizing vehicles/ equipment/ supplies / staffing not organic to the company identify the source of the resources as well as any confirmation of the availability of those resources from the source. If the source will be under sub-contract it should also be identified within the self-performance worksheet.
13. Regarding evaluation factors for the price Volume: we usually like to provide a "Pricing realism" cost break-down, is it acceptable that we forward this Pricing Realism chart with our Price response?
Additional pricing support documentation is acceptable, however, this solicitation is a Firm-Fixed Price requirement.
14. Are the contractors required to purchase shots for the couriers annually or can couriers obtain the vaccinations through their own medical providers? Does the contractor need to provide proof of vaccines to the Contracting Officer before the start of the contract?
Contractor will have internal policies addressing OSHA regulations per the terms of this contract and are reviewable upon request from the Contracting Officer.
15. Are humidity controls needed for the vehicles? If so will the VA provide humidity controls? If not, is there a specific brand needed?
Specimens must arrive in the testing laboratory under the same conditions they were sent (room temperature, refrigerated or frozen), therefore Temp and humidity controls are recommended. The VA does not provide humidity controls.
16. Sacramento VA, Yreka VA and Yuba City OPC, are listed under the locations but not under scheduled routes. Will these the typical emergency routes listed in the price schedule?
Yreka and Yuba City are contingency/emergency routes. All other listed routes are regular pick up / delivery routes.
