| RFQ: | 36C26120Q0567 Temporary Lodging for Veterans Impacted by COVID19 | |
| Industry Question | Government Response | |
Who pays for PPE? If it is hard to find, purchase, how should all these hotels respond? | Vendor pays for PPE. If hard to find, inform the VA to stop referrals until PPE supplies are obtained.
The SOW states, "Permit access for Veteran referrals to hotel van transportation and common areas such as lobbies, gyms, and dining rooms." Many hotels have closed their gyms and dining rooms. | Noted
The SOW states, "Protect patients not infected and employees from acquiring COVID-19 infection." Can this be reworded to say, “do your best to not infect…?” | See updated SOW to clarify.
Would you consider allowing the infected guest to enter from a particular door and be isolated to certain floors? | Yes.
Do you need to have hotel options within 20 miles of every county and or city? Add email | No, not every county/city requires multiple hotel options and will be based on the location/need. The locations provided in the SOW show VISN locations where needs may arise.
The rates quoted, do they have to be Federal per diem for each area? | No, this requirement falls under the authority of Temporary Lodging 38 USC 1708.
The rates quoted will be city, state or federal sales tax free, yes, what about mandatory local occupancy taxes, tourism taxes, resort fees? | Offerors are encouraged to provide best pricing at a firm-fixed price. The prime is responsible as the only amount the Government is reimbursing is the daily rate within the price schedule.
Can the rates quoted contain COVID cleaning fees? Or can that be a separate fee, pre and post cleaning? | Yes, included in the proposed rate.
With multiple hotels at each VA address, do they all have to have the same quoted rate? Or can an average per location be quoted ? | Proposed prices will be evaluated for fair and reasonableness. Either can be quoted; however, offerors are encouraged to provide best pricing at a firm-fixed price.
Do separate Price/Cost Schedules need to be submitted for different time periods with different rates? Or can an average rate be quoted? | Either separate or average will be considered. Offerors are encouraged to provide best pricing at a firm-fixed price.
At check-in, hotels demand a form of payment for incidental charges. The Veterans might not have that form of payment. What is your guidance for incidental payment? The hotel could put a block on charges to the room, it is difficult to implement constantly. | The prime is responsible as the only amount the Government is reimbursing is the daily rate within the price schedule. This is a fixed price BPA
What if there aren’t any SDVOBs on VIP that are capable of meeting the requirements of the RFQ? Would you consider a VOB listed on VIP? | Yes.
Based upon page 11 of the SOW, are the lodging facilities required to have the "Homeless Program COR" and "dedicated team of social workers, RNs, etc" on site and provided by them? | This will be the responsibility of the VA.
