The purpose of this amendment is to:
a) Extend the quote due date and time to April 24, 2020 at 4PM PST.
b) Answer requests for information (RFIs).
RFI #1: What other applications if any might be installed on the handheld devices?
Answer: Just those that we need in order t o issue violations.
RFI #2: With what existing infrastructure must the handheld devices operate on?
Answer: In the event current infrastructure is replaced, we would want the devices to be transferred to that infrastructure.
RFI #3: There are a multitude of mounting and carry options for the lightweight, portable printer ranging in cost from low to high. Is there a specific solution the VA wants quoted or how should we handled this in the quote?
Answer: A case that will be placed inside patrol vehicles or bike patrol cargo cases.
RFI #4: What is meant by “set up and configuring of hardware platforms”?
Answer: The contractor would only ensure that platforms and hardware work with the needs being requested in the contract.
RFI #4a: Is the vendor required to install printer mounts at all six VISN 21 locations should they choose a fixed mounting system?
Answer: No need to install printer mounts, we will continue with a mobile printer.
RFI #4b: Should the officers choose a portable carry case, there will be no need for installation.
Answer: Concur RFI #4c: Has the V.A. considered deploying the a full page mobile printer such as the Brother PocketJet 7? It is one half the cost of the 4” printer option and prints ANY document they could need to print. The 4” printer will only print citations and it is a bit more than twice the cost of the full page 8.5x11” option.
Answer: Yes, however we will only be using the printer for citations.
RFI #5: Does the proposal need to include the first five years of annual maintenance and support fees?
Answer: Yes, the base has one year and there are four options for the maintenance. Please see the pricing schedule.
RFI #6: What exactly is meant by Rapid Extension Framework? This is not a common industry term from what we can tell.
Answer: A term used in the statement of work to enhance the platform.
RFI #7: Will training for all six locations take place at one physical site or does the vendor need to plan on visiting each location for personalized training? Will any of the training sessions be consolidated at a central location? What other training methods are acceptable?
Answer: Each site, as we are all geographically separated. No there will not be consolidated trainings. Skype video session or PowerPoint are acceptable.
RFI #8: Can the preventative maintenance of the handheld computers be done remotely through the mail or does the VA expect the vendor to visit all six locations once a year for maintenance that may or may not be needed?
Answer: The VA can mail the handheld computers.
RFI #9: Will the handheld devices be “connected” via WiFi only or does the V.A. plan on purchasing a data plan from a cellular carrier for each unit? It would be typical to use WiFi only and connect to a local WiFi hotspot inside a vehicle, etc.
Answer: Our vehicles have a hotspot inside. For those locations without a built-in hotspot, the officers will connect via VA WiFi. In the event, the VA needs to purchase a data plan from a cellular carrier, each department can budget for that.
RFI #10: Are you asking for a one-year or five-year contract term?
Answer: The base is for the equipment, licenses and enhanced maintenance. The four option years is for the enhanced maintenance.
RFI #11: What about thermal paper for the printers? There is no reference of thermal paper in the bid document? Should we provide a cost per roll or does the VA plan on handling their paper needs separately?
Answer: Provide a cost of the thermal paper please.
RFI #12. In reference to Section 3.1 of the Scope of Work. Can the VA clarify why multiple applications will need to deployed on one device?
Answer: This is a general statement only; the only application needed will be for the issuance of the eCitation.
RFI #13. Can the VA please specify if there is a preference in Android, iOS, or some other operating system for the thirty-eight (38) devices that will be deployed by the vendor?
Answer: iOS.
14. Does the VA have a preference of a printer size of 2", 3", and 4" based on the current available sizes?
Answer: No.
RFI #15: What CAD/RMS does the VA PD utilize today?
Answer: OMNIGO Software.
RFI #16: Will there be any need to integrate with CPRS?
Answer: No.
RFI #17: What is a CLIN?
Answer: It is an acronym for contract line item number.
