EVALUATION CRITERIA AND BASIS OF AWARD

This acquisition is being conducted in accordance with Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. The Government will award a contract resulting from this solicitation to the responsible vendor, whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. In accordance with FAR 13.106-2(b)(3), the quotes will undergo a comparative evaluation to determine which quotor provides the best value to the Government based on the information relative to the non-priced factors while also providing a competitive price. Moreover, the Government is not assigning weight to the factors or listing them in any particular order. As a Part 13 acquisition, the Government does not intend on engaging in discussions described in FAR Part 15. As a result, quotes must be complete and conform to the solicitation’s requirements described in part in the Addendum to the Instructions to Offerors. Prior to conducting the comparative evaluation of quotes, the Government will do a preliminary screening of the quotes to determine if they are complete and conforming to the solicitation. Any errors, omissions, or representations contrary to the terms of the solicitation will be deemed incomplete and/or nonconforming. Any quotes that are incomplete or non-conforming will be eliminated from further consideration as being ineligible for award without engaging in discussions. The Government will not provide a notice of exclusion to vendors whose quotes are incomplete or nonconforming since it is not required under FAR Part 13. The remaining quotes which are deemed to be complete and conforming will then be evaluated. However, the Government reserves the right to change to Part 15 Negotiated Procedures utilizing discussions at the sole discretion of the Contracting Officer when deemed in the best interest of the Government.

1. Experience. The Government will rate more favorably quotes that demonstrate a thorough understanding the PWS and their approach. Vendors who rely extensively on subcontractors will be rated less favorably than vendors who self-perform. If subcontracting is intended and the quote is not clear as to which functions the quoter will perform versus that of its subcontractor, the Government will rate the quote less favorably. Also, vendors with more experience that is relevant to the requirement may be rated more favorably than those who have less experience.

2. The Government will rate more favorably quotes that meet or exceed the requirements of the performance work statement. The Government will rate less favorably quotes that do not give enough of a description of the eyeglasses for the Government to determine if the eyeglasses meets the requirements in the performance work statement.

3. Past Performance. The Government will consider the reference information submitted by the vendor. It may also reach out to each reference listed to receive feedback about performance. In addition to information received by the reference(s), the Government may also consider any other information available to it including Contractor Performance Assessment Reports (CPARS), Federal Awardee Integrity Information System (FAPIIS), System for Award Management (SAM), Past Performance Information Retrieval System (PPIRS), and any other sources of information. Vendors who have a superior performance records will be more favorably than those with less than superior performance. The Government will consider the relevance of reference projects by looking at the types of supplies and services provided. Past performance of intended subcontractors will be less relevant than past performance of quoters.

4. Personnel. The qualifications and experience of the personnel will be evaluated. Personnel that have more than the minimum required experience and credentials will be rated more favorably in comparison with those with less experience. Personnel with prior VA experience will be rated more favorably than those without prior VA experience. Personnel who are local to the area of service will be rated more favorably than traveling candidates.
5. Management Approach. The Government will rate more favorably quotes that demonstrate a thorough understanding of the requirements and approach that exceeds performance or capability standards. If subcontracting is intended and the quote is not clear as to which functions the quoter will perform versus that of its subcontractor, the Government will rate the quote less favorably.
6. Price. The quote should contain the quoter’s best terms from a price standpoint. The Government will evaluate quotes for award purposes by adding the total price for all contract line items, including ordering periods, for a total price.
