The awarded contractor shall provide all materials, labor, tools, equipment, transportation, contractor quality control (CQC), supervision, project management, administrative support, and specialized expertise to perform the work stipulated in the Construction Documents.

D. The AE for this project shall design this project per Program Guide, PG-18-15: AE Submission Instructions for Design- Build Projects: Request for Proposal Documents, Volume E, VA May 2006, included as Appendix C to the Scope of Work.

E. A preliminary/pre-proposal site visit is strongly encouraged (coordinate with the Contracting Officer). All “As-Built” AutoCAD facility drawings pertaining to this project and historical documentation pertaining to the area of this project will be made available to the awarded contractor after contract award. It is the awarded contractor’s responsibility to request any additional drawings not initially provided by the VA. The VA does not guarantee the accuracy of drawings and similar documents, The awarded contractor shall field verify all data provided regardless of source.

2. SCOPE OF WORK:

A. Background & Project Overview: This contract is for design, specifications, and construction of five (5) rooms; including (1) a chemo compounding room (for Hazardous Drug compounding), (2) an IV room (for Non-Hazardous Drug compounding), (3) Ante / Work room, (4) Hazardous Drug receiving room, and (5) an Entry room. These rooms will be located on the third (3rd) floor of building twenty-four (24) and be constructed to meet or exceed USP 795, USP 797 and USP 800 standards. The rooms will also be used for oncology research providing increased research capability. The installation/construction location is to be within a portion of two (2) connected wet laboratories. The schematic design of these rooms has been partially completed. The drawings are included in Appendix A to this Scope of Work. The floor plan of the existing laboratories and the partial schematic of the five rooms to be constructed in this project are shown in the upper left hand area of drawing G-001 titled “Area Of Work” and drawing A-101. Drawing A-101 of the same set shows the installation/construction area and the configuaration of the walls for the five rooms.

B. The existing roof and penthouse of Building 24 has various air handling equipment some of which intake fresh air. This equipment in relationship to the third-floor laboratories is shown in Appendix B. The contractor must assess and design the location of the exhaust ventilation system(s) from the rooms to the roof. It is also anticipated that a separate HVAC system will need to be designed and constructed for the new rooms to meet the HVAC Design Manual Requirements.

C. The contractor shall consider the use of manufactured wall systems and site constructed wall systems. Depending upon cost and time constraints as determined by the contractor, the rooms may be 100% constructed on site or constructed by a combination of on-site construction and prefabricated portions procured from an existing manufacturer of clean rooms.

D. Rooms: The two compounding rooms (an oncology drug preparation room and a non-oncology drug preparation room) within the five rooms to be constructed by the contractor will each have space and capacity for two C-PECs (contaminant primary engineering control device in which compounded sterile preparations take place). That is space and capacity for four C-PECs, two for each drug preparation room. The type and size of C-PEC devices will be determined by the Fresno VA Pharmacy, and communicated via the COR to the the contractor in writing. The contractor will design and construct the rooms to meet all performance standards for the Fresno VA Pharmacy selected C-PECs. The anteroom will have a design such that it will insure personal security and privacy while personnel change clothing. The rooms will meet all USP 795, USP 797 and UPS 800 requirements.

E. As described in paragraph 2.A. above, the Chemo Compounding rooms are to be installed/constructed within a portion of two (2) connected wet laboratories. This design build project will not modify or alter the structural, mechanical, plumbing, HVAC, electrical or other systems within the remaining laboratories’ space such that the space no longer meets VA, California and Federal standards and codes for the wet laboratories’ existing purpose.

F. The contractor shall provide on the job training (OJT) to VA Maintenance and Repair staff for preventive maintenance, repair and operation of the Chemo Compounding rooms and its equipment. The contractor shall provide operating manuals, and vendor information for equipment. The contractor shall provide separate training for VA Pharmacy staff for day-to-day operations.

G. The design and construction for this project shall adhere to all VA directives, VA Design Guides, VA Design Manuals, VA Master Specifications, VA National AutoCAD Standard Application Guide, and other guidance and directives for this project. These standards can be accessed online at: http://www.cfm.va.gov/TIL/

3. GENERAL REQUIREMENTS :

A. SITE INVESTIGATION: As-built drawings and other related historical project drawings are available to the awarded contractor, but field verification by the contractor shall be part of the investigative services. The contractor shall not rely solely on "As-Built" drawings. The contractor shall utilize site measurements and verification of site conditions to validate or correct information available. The contractor shall conduct a thorough site investigation/ evaluation, to include components of buildings and utility systems. The contractor shall accurately locate any existing building components, utility systems or other applicable items to incorporate them in the area of the design. The contractor shall make site visit(s) as necessary to locate all components impacted by the project. The contractor shall arrange all site visits with the COR. The contractor shall also assess the impact on existing building structures. The contractor must take appropriate safety precautions when conducting such field investigations, and notify the COR of any/all hazardous material, substances and/or circumstance discoveries.

B. DEMOLITION: The project demolition work may include architectural, structural, mechanical, plumbing, electrical components/ materials, and removal of existing equipment. Work inside and outside of the construction project area(s) may need to be phased and completed as part of this project. The contractor shall detail the phasing of demolition activities in the construction documents. The contractor shall coordinate with the VA to identify all building components and furnishings requiring removal and disposed by the contractor and those to be retained and reused or transferred to the VA. All design work is to be completed in accordance to the applicable engineering discipline found in the VA Design Manuals (PG-18-12).

C. STRUCTURAL: Existing structures and/or structural systems impacted by the scope of this project shall be evaluated and any new structural work or modification to existing structures shall be designed by a qualified, current registered and licensed State of California Structural Engineer (SE). The contractor shall perform and provide all calculations to validate structural design, provide design criteria assumptions, loading conditions (vertical and lateral), member analysis and foundation analysis and all other analysis necessary for new structures and modification to existing members. The contractor shall also perform and provide equipment ancillary calculations for all new or relocated/impacted equipment. This documentation must be provided at each submission beyond schematic design and include sufficient preliminary detail for the VA to determine if the proposed work is feasible and within code limitations. Complete structural calculations are due at the 100% design submittal.

D. ARCHITECTURAL: Field verification of elevations, building component locations and dimensions shall be required, as the existing drawings may not be accurate. The contractor shall design all spaces to meet current versions of the VA Design Guides, applicable codes, standards and regulations including but not limited to UFAS/ADA, NFPA, and IBC. The contractor shall identify in writing any area that fails to meet code/standard requirements.

Following the evaluation the contractor is to provide reports that contain calculations, data sheets and narratives to support the contractor assessment of the systems and validate design selections and decisions. In addition, the contractor is to provide calculations showing how any modifications to the existing system will affect the operations of the existing HVAC system. It is anticipated that design of an additional, expanded, or modified HVAC system (s) for the room(s) that meets or exceeds the USP 795, USP 797 and 800 criteria will be required. Evaluation and design shall take into consideration the C-PEC devices and their ventilation requirements.

H. HVAC CONTROLS: Evaluation and design shall include automated controls for any modified or additional HVAC, exhaust and chilled water system components.
