QUESTIONS AND ANSWERS

Physical and Occupational Therapists for VA Northern California Health Care System

As a reminder, interested vendors should read the solicitation carefully prior to submitting questions. Below are questions received along with the responses.

Question 1: My company is not yet verified by VIP. Can I still submit a quote?

Answer 1: All vendors must be registered in and verified by VIP at the time of quote submission. Upon receipt the Contracting Officer will check VIP to check registration. Any vendors not registered in VIP at time of quote will be excluded from further consideration.

Question 2: Can you please tell me if this is a new requirement? If not, who is the incumbent, and what is the contract number?

Answer 2: This is a new requirement.

Question 3: Is the due date for proposals 12 or 8 March?

Answer 3: The SF 1149 indicates the due date is March 12, at 1:00 PM Pacific.

Question 4: In your submission list noted below here, you seek “Their Start Date with the Vendor.” Is this referring to the date they are available to start on this contract upon award? Or, something different?

Answer 4: The Government wants to know how long the individual has worked for the vendor that is submitting the quote. If the individual does not currently work with your company, then you should simply indicate that with the submission.

Question 5: Please confirm whether Solicitation 36C26119Q0324 is 100% SDVOSB set-aside?

Answer 5: The acquisition is set-aside 100% Service-Disabled Veteran-Owned Small Business, as indicated by the clause VAAR 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside on page 70.

Question 6: The RFQ states that the “Occupational Therapist must have a minimum of one year of inpatient rehabilitation experience for inpatient rehabilitation. For outpatient rehabilitation, the Occupational Therapist must have a minimum of one year in outpatient ortho and neuro experience.” However the Redding and Martinez VA locations, as well as potential locations (e.g. Oakland etc.) for OTs are only in outpatient clinics. Please advise if this solicitation is only for outpatient clinics or if the VA anticipates placing an OT in an inpatient facility.

Answer 6: The Government intends to have the OT see inpatients, too.

Question 7: Is DEA required for these positions?

Answer 7: No.

Question 8: What is the likelihood that the providers will have to cover the outlying clinics (Yreka, Yuba City)?

Answer 6: The requirement includes those areas, so the awardee will be responsible for meeting the requirements of the contract as needed.

Question 9: is this contract covered under the SCA? If so, which labor category will each specialty fall under? (they have Physical and Occupational Therapy Assistants listed, but not PT and OT) Answer 9: The Contracting Officer does not believe the SCA applies. DoL is the ultimate authority as to application of the SCA, not the Contracting Officer. In addition, the Contracting Officer does not designate which labor categories are used when SCA applies. It is up to the contractor, in consultation with DoL if needed, to ensure compliance with SCA. Please see the revised clause at 52.212-5 in this amendment at section 52.222-41 and 52.222-42. Those sections are now unchecked as the solicitation was in error.

Question 10: Page 92 asks the contractor to “Send the attached past performance questionnaire...” However, there isn’t a past performance questionnaire attached to the document and there isn’t one in any other in the FBO ‘packet.’

Answer 10. Please disregard the statement referring to a past performance questionnaire. You should, however, provide the past performance information listed in items 2a – 2e.

Question 11: Do you need proposals to include 3 candidates (1OT and 2 PT) for each region?

Answer 11: No. The immediate need is identified in Section 1.2 and 1.3 of the Performance Work Statements where it says, “Services will initially be provided at the following locations…”

Question 12: Do you require the candidates to be local or would you accept Travelers?

Answer 12: Please refer to the evaluation and award section of the solicitation on page 94 in item 4. It says, in part, “Candidates who are local to the area of service will be rated more favorably than traveling candidates.”
