No contract will be awarded as a result of this Sources Sought announcement. The Department of Veterans Affairs (VA), Network Contracting Office (NCO 21) is soliciting information from qualified Small Business sources, the results of this announcement will be evaluated to determine if at least two VOSB sources are capable of performing the proposed work.

The Department of Veterans Affairs (VA), Network Contracting Office (NCO 21) seeks responses from Small Business Vendors that possess the capability and experience required to database support for the VA’s PICIS database. The following general description outlines contractor requirements.

Summary of Services The Contractor shall provide all vehicles, drivers, fuel, equipment, insurance as necessary to shuttle Veteran Affairs (VA) passengers between the San Francisco VA Medical Center (SFVAMC) located at 4150 Clement Street, San Francisco, California to and from the Powell Street Bart Station and Transbay Transit Center (Route #1), the toll plaza parking lot of the Golden Gate Bridge, San Francisco side (Route #2) and the Daly City Bart Station (Route #3).

Shuttle Service locations and addresses Shuttle Services are to and from the below locations:

1. Powell Street Bart Station — 899 Market Street San Francisco (Route # 1)

2. Transbay Transit Center —200 Folsom Street, San Francisco, CA 94105 (Route # 1)

3. Toll plaza parking lot of the Golden Gate Bridge, 1 Golden Gate Bridge Toll Plaza San Francisco, CA 94129-0601 (Route #2)

4. Daly City Bart Station. 500 John Daly Blvd., Daly City, CA 94015 (Route # 3)

* Due to changing city requirements Contractor allowed to pick 2/10 of mile from the above locations upon notification of the COR * Shuttle Services are required for weekdays, Monday through Friday to transport approximately 400 employees. The Contractor shall provide sufficient shuttle buses to meet pick up times and satisfy the Shuttle Service Route Schedule. Shuttle Service will not be provided on Weekends

Shuttle Service Route Schedule

Route # 1 - Powell Street Bart Station, / Transbay Transit Center Three (3) buses running from 5:00 AM to 9:00 AM for approximately 8 trips then return runs from 2:40 PM to 6:30 PM for approximately 8 trips. Contractor shall provide executive motor coaches with occupancy rate from 52-55 passengers. Executive motor coaches need to include undercarriage of storage for bicycles and Wi-Fi features.

Route # 2 - Golden Gate Bridge Toll Plaza One small bus running from 5:30 Am to 8:30 AM for approximately 5 trips and afternoon return runs from 2:40 PM to 5:30 PM for approximately 5 trips. This would be a small bus with occupancy rate for up to15 passengers. This vehicle needs to include a bike rake to hold up to three bicycles and Wi-Fi features.

Route #3 - Daly City Bart Station Two buses running from 5:30 AM to 9:40 AM for approximately 8 trips, then return runs from 2:40 PM to 6:10 PM for approximately 8 trips. Contractor shall provide executive shuttles with occupancy rate, from 22-44 passengers. Executive Shuttles need to include a bike rack for up to 3 bicycles and Wi-Fi features.

Schedule Changes
Shuttle services and times are mandatory for the alternating AM and PM runs to provide adequate transportation services to those SFVAMC employees using the public transportation.

The mid-day shuttle route can be modified due to time constraints and/or driver availability. Should schedules need to be modified, any modifications must be coordinated with the Contracting Officers Representative (COR) and approved by the Contracting Officer prior to implementation. Any changes to the designated pick-up and drop-off zones, at the SFVAMC and all off-site locations, will be coordinated and identified by the COR.

The Government reserves the right to add additional routes within the San Francisco area or increase/decrease the number of buses on current routes, not to exceed 5% of the total contract value.
Federal Holidays — Shuttle Services will not operate on Federal Holidays. Federal Holidays are: New Year's Day, Martin Luther King's Birthday, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, and Christmas Day. To include any other day specifically declared by the President of the United States to be a national holiday.
Shuttle Service will not be provided on Weekends

----End of Summary of Services---- Respondents shall provide detailed information as to how they are qualified to perform this work. In addition, respondents are requested to submit the following information: (1) Name of Organization, (2) Address + Zip Code, (3) Telephone number, (4) current GSA contract number, (5) Business status: (DVOSB or VOSB only) (6) Point(s) of contact, (7) e-mail address, (8) DUNS number, (9) number of years’ experience in providing this service, (10) current and/or past performance references that identify the contract/order number, customer, contract value, period of performance, prime or subcontract, and a brief description of services provided under the contract/order number.

Interested vendors shall notify the Contracting Officer of pending changes in business status. Respondents will not be notified of the results. Based on the responses received, the Contracting Officer reserves the right to determine the set-aside status. No reimbursement will be made for any cost associated with providing information in response to this solicitation. All responses must be submitted by e-mail to the point of contact identified below; no other method of transmittal will be accepted. Responses to this Sources Sought Notice shall be e-mailed to the Contracting Officer, Jason Hill at Jason.hill@va.gov . Responses must be received no later than 2:00 PM PST on December 28, 2018. Failure to submit all information requested will result in a contractor not being considered as an interested business.
